The Class 'B' environmental assessment study is deemed approved since the Minister of Environment did not receive any Part II Order requests by the end of the 30--day public review period which ended on August 30, 2010.

Background


The new City of Toronto Official Plan was approved by the Ontario Municipal Board in July 2006. The Scarborough Centre Secondary Plan is included in Chapter 6 of the Official Plan. The Secondary Plan identifies, as transportation improvements, modifications to the Brimley Road - Highway 401 interchange to provide additional movements, and a new road connection to the west between Schick Court and Brimley Road. It is anticipated that the eastbound off-ramp will be brought to a signalized T-intersection. The eastbound off-ramp will be reviewed for the option to permit left turns from the signalized T-intersection.

BrimleyThe land west of Brimley Road, south of Highway 401 and north of Progress Avenue have been identified as Mixed Use Area in the Official Plan and are zoned to permit up to 1797 dwelling units in buildings of not more than 30 storeys. An application to allow this development was approved by the Ontario Municipal Board (OMB File – PL011117). The approval of the related Plan of Subdivision application requires the construction of the new road link by the developer/applicant, only if the associated modifications to the Brimley Road and Highway 401 interchange are approved by October 21st, 2010. If no alteration to the free-flow ramp is permitted, then only an emergency access to Brimley Road will allowed and provided.

Brimley Road connects with Progress Avenue approximately 450 m south of Highway 401. Progress Avenue is an important east-west street that serves a thriving employment district between Kennedy Road and Markham Road. Significant truck traffic makes use of these roads to access the various industrial operations. As well, a substantial amount of commercial development has recently occurred north of the Scarborough Town Centre Mall, to the east of Brimley Road.

Study Area

The focus of this EA Study is modifications to the Brimley Road and Highway 401 interchange that would facilitate a new road connection on the west side of Brimley Road. However, the geographic limits for the purpose of undertaking traffic systems/network analysis are broader, encompassing an area generally bounded by Midland Avenue to the west, McCowan Road to the east, Sheppard Avenue East to the north and Ellesmere Road to the south.

Public Consultation is an important part of this study. If you have any comments, concerns, or know of any aspects that should be considered in this study please advise us.

We invite you to the second Public Open House where you can learn about the status of the project and give us your comments. This Open House will focus on the preliminary preferred design option and the next steps in the environmental assessment process.

Current Updates

The staff report on the study (as attached) was adopted by the Public Works & Infrastructure Committee at its meeting on June 15, 2010 and by City Council at its meeting on July 6-7, 2010.


Notice of Completion


The City Council at its meeting on July 6-7, 2010 authorized staff to issue the Notice of Completion and place the Project File (see link below) in the public record for the 30-day period in accordance with the requirements of the Municipal Class Environmental Assessment. Please review the following files for more details. The Notice of Completion (see below) was issued in the Scarborough Mirror on July 29 & 30, 2010.
