Planning Study and Interim Control By-laws

A planning study and two Interim Control By-laws were approved on October 26, 2005 for the Castlefield Caledonia Design and Décor District (CCDDD). The planning study will recommend appropriate policies and regulations for a design and décor district through the review and analysis of existing conditions, zoning regulations and planning policies. The study will complement and augment the public realm improvements developed through the CCDDD design charrette.

The vision that emerges from the design charrette will inform the development of the planning study's recommendations and possible changes to the area By-laws.

Interim Control By-laws prevent certain land uses from establishing in an area until a planning study is completed. In this instance, the Interim Control By-law that applies in the former City of York prohibits motor vehicle sales and rental establishments, as well as limits the size of retail stores, and in the former City of North York heavier industrial uses are prohibited. Interim Control By-laws can be in effect for a one year period, but the City has the ability to extend a by-law for another year, if required.

At its September 25, 2006 meeting, City Council extended the Interim Control By-laws for a one year period to complete the study of the zoning regulations and planning policies, focusing on appropriate uses for the Castlefield Caledonia Design and Décor District.

Study Area

The study area for the planning study consists of the employment lands centered around the Castlefield and Caledonia intersection in both the former City of York and former City of North York.



Study Process

The Castlefield Caledonia planning study will be conducted in three phases:
  • Phase 1: Castlefield Caledonia Profile - general review and analysis of existing conditions, land use polices and By-law permissions.
  • Phase 2: Vision/Options - analysis of appropriate planning policies and zoning regulations for a design and décor district. This phase will build on the charrette results, including the vision that emerges for the area. There will be public consultation occurring with this phase.
  • Phase 3: Recommendations -recommendations for Official Plan and Zoning By-law Amendments, if required, to help implement the vision for the design and décor district.

Community Consultations

May 30, 2007
A public meeting on the design charrette results and planning study is being held on May 30, 2007 at 7:00 pm at the Fairbank Middle School (Cafeteria). Come learn about the planning study and the charrette results and how you can contribute/provide feedback to these initiatives.

May 11, 2007
A public meeting was held on Thursday, May 11, 2006 from 7:00 pm to 9:00 pm at the Fairbank Middle School. The meeting presented the different scenarios developed by the four design charrette teams throughout the two-day design charrette for the Castlefield Caledonia Design and Décor District. Next Steps

A final report will be prepared by City staff making recommendations for implementation tools for the planning study. A future public meeting will be held at the City's Planning and Growth Management Committee to discuss the findings of the planning study and present any recommended zoning changes.

A separate final report is being prepared by City staff on the design charrette which will make recommendations to City Council for the adoption of urban design guidelines.
