Official Plan Amendment No. 42, now in effect
The appeal to Official Plan Amendment No. 42 was withdrawn on November 26, 2008. As a result, the Official Plan Amendment is now in effect.
Zoning By-law No. 104-2008
The Ontario Municipal Board (OMB) issued an order on December 30, 2008 stating that By-law No. 104-2008, save and except the lands municipally known as 3520 Danforth Avenue, shall be deemed to have come into force on the 30th day of January 2008.

The lands are 3520 Danforth Avenue are subject to appeals both to Zoning By-law No. 104-2008, and to separate appeals of the proposed Zoning By-law Amendment Application and Site Plan Control Application for the development of this property. Appeals are handled by the Ontario Municipal Board (OMB).
A Request for Direction report dated January 22, 2009 was prepared by Planning staff and was considered by Scarborough Community Council on February 9, 2008. The Community Council's decision on the matter, item SC23.12, will be on the City Council agenda on February 23 - 24, 2009.
The OMB will be holding a hearing beginning March 2, 2009 to consider these appeals. To obtain more information on the appeals, please contact the OMB at (416) 326-6800 and reference OMB Case No. PL080299.
City Council Adopts Official Plan Amendment No. 42, and Passes Zoning By-law No. 104-2008 - January 30, 2008
Appeal Period

Public Meeting under the Planning Act - January 15, 2008
A Public Meeting was held by Scarborough Community Council on Tuesday January 15, 2008 to consider amendments to the Official Plan and the Zoning By-law, which are required to implement the recommendations of this Avenue Study.

- Public Meeting Under the Planning Act
A Final Report containing recommendations for changes to existing planning policies for this area, including zoning and official plan policies, along with urban design guidelines has been prepared by City Planning Staff for consideration by Scarborough Community Council at a Public Meeting under the Planning Act on January 15, 2008. The notice has more details. The Final Report was available on January 4, 2008.
- Community Consultation Meeting - October 18, 2007
As part of the Implementation Phase of this study, which is the third and final phase, a community consultation meeting was held on October 18, 2007. The purpose of this meeting was to inform the community and other stakeholders and to present and receive input on the recommendations that Planning staff are considering for this area.
You can review the presentation that was given at the meeting - this includes a draft concept plan for the area. The concept plan is a draft for discussion purposes, and further changes will be made to the plan in response to comments received at the community meeting and from the staff advisory group. These comments will also be used to develop and refine Official Plan policies and Zoning for the study area.
Study Area
The City's Official Plan identifies
this area as one of the corridors along major streets designated
as "Avenues". These are locations where transit-supportive reurbanization can
create new jobs and housing while improving local streetscapes, infrastructure and
amenities. The City is studying key sections of the "Avenues" where there are
opportunities to attract new investment.
Why is the study being done?
In 2004, City Council directed staff to conduct this study. Using the City's new Official Plan framework for reurbanization of each Avenue.
The Avenue study
will set out the mix of uses, heights, setbacks and
other zoning standards, along with priorities for investment
designed to enhance open spaces, and street amenities and attract
development and redevelopment to the area. The study will consult extensively with local residents, business owners and other stakeholders.
The City has retained the planning and urban design firm of Urban Strategies to lead the study. B.A. Consulting Group Ltd. will furnish support to the project by providing strategic advice on transportation and parking issues.
Reports
Final Report - December 2007
City Staff have completed a Final Report for consideration by Scarborough Community Council at a Public Meeting under the Planning Act on January 15, 2008. The report contains recommendations for changes to existing Official Plan policy and zoning regulations for this area. The draft Official Plan Amendment, draft Zoning By-law Amendment, Urban Design Guidelines and Concept Plan are appended to the report.
Status Report - April 2006
City Staff Status Report was prepared and presented to Scarborough Community Council on May 9, 2006. It presented the Consultant's final report and sets out the framework for the Implementation Phase of the study. Ultimate completion of the study is anticipated in early 2008.

The Consultants Final Report will form the basis for City Planning Staff's ongoing work on the Avenue Study. Staff's work will form Phase 3 of the study, which is the implementation phase.

Design Charrette
Saturday April 9, 2005
A design charrette was held on Saturday April 9, 2005. This was an all-day
session led by the study's consultants, Urban Strategies, in which close to 50 people
participated.
The morning involved a presentation from Frank Giannone, of FRAM Developments,
showing an example of a successful brownfield redevelopment (redevelopment of former
industrial lands). Mark Reid of Urban Strategies also presented the basic results of the
first phase of the work program that highlighted opportunities and principles guiding the
planning work.
In the afternoon, participants were organized into three design teams each focussing
on a distinct area of the Avenue. Each team identified critical design issues, developed
design plans, propositions, and developed a 3-dimensional foam model.
Community Meeting/Open House
Thursday March 31, 2005, 7:00 p.m.
The purpose of this meeting was to inform and engage the broader pubic and receive input on
issues and opportunities. Urban Strategies presented their findings and thinking to-date,
which included the 12 emerging principles to guide change on the Avenue.
Those attending
the meeting responded to questions on what they perceive to be the most
important issues in planning for the future of the Avenue, how they would address these
issues and by identifying three
bold moves which could make a big impact for this Avenue.
