Markham-Ellesmere Revitalization Study |

The City has undertaken a Revitalization Study of the Markham-Ellesmere area. The study examined sites fronting on or in close proximity to Markham Road between Progress Avenue and the Hydro Corridor south of Brimorton Drive which have the potential for redevelopment or intensification.
A Working Group comprised of area residents and landowners participated in a series of evening meetings during the course of the study.

OMB Appeals
Official Plan Amendment No. 71 is the subject of appeals, which are handled by the Ontario Municipal Board (OMB). To obtain information on the appeals, please contact the OMB at (416) 326- 6800 and reference OMB Case No. PL090814, which is now joined with the related file for 1221 Markham Road (OMB Case No. PL090434).
City Council Adopts Official Plan Amendment No. 71 – August 6, 2009
Official Plan Amendment No. 71 provides the policy framework for the implementation of the recommendations of the Markham-Ellesmere Revitalization Study. Schedule 2, the List of Planned but Unbuilt Roads, is amended to include new links: from Tuxedo Court to Ellesmere Road and to Markham Road, and from Ellesmere Road to Brimorton Drive and to Markham Road. In addition, Chapter 7 of the Official Plan is amended to add a new Site and Area Specific Policy No. 322 which introduces policies to guide the revitalization of the area and support public and private investment in its renewal, and to guide the consideration of individual development proposals.
Appeal Period
Official Plan Amendment No. 71 is subject to an appeal period, pursuant to the Planning Act. For more information view the Notice of Adoption of Official Plan Amendment No. 71.
Council Adopts Urban Design Guidelines and Conceptual Master Plan
Although they do not form part of Official Plan Amendment No. 71, City Council also adopted, as revised, the Markham-Ellesmere Revitalization Study Urban Design Guidelines and Conceptual Master Plan at its meeting of August 5-6, 2009.
Public Meeting
A Public Meeting was held by Scarborough Community Council on May 14, 2009, and continued on June 9, 2009, to consider a proposed amendment to the Official Plan.

Development Application for 1 & 2 Meadowglen Place
A zoning by-law amendment application has been received for the redevelopment of 1 & 2 Meadowglen Place.
The Preliminary Report is available for review. View the Scarborough Community Council Minutes of September 9, 2008 (Item SC18.24).
The application was revised in August 2009 and now proposes the redevelopment of the site with a total of 842 residential units including apartments and 33 stacked townhouses, ground floor retail and a public park. The two existing apartment buildings would be demolished and the 141 rental units replaced with 146 rental units in a new 16-storey building. Three additional buildings, ranging in height from 12 to 28 storeys, are proposed to contain 663 condominium units.
Development Application for 1221 Markham Road
A development application has been received for 1221 Markham Road. The application is for a zoning by-law amendment to permit the redevelopment of the property.

The proposal was revised in March 2009 to reduce the height, scale and intensity and now includes 939 residential condominium units (355 seniors apartments, 504 apartments, and 80 stacked townhouses) and 2,012 square metres of commercial uses (retail, restaurant), in 4 buildings ranging in height from 4 to 24 storeys.

Public Consultation
Community Meeting
A general Community Meeting on "The Vision" (Study Conclusions and Recommendations) was held on Thursday, November 20, 2008, at 7 PM at the Global Kingdom Ministries, 1250 Markham Road. The purpose of this meeting was to inform the community and other stakeholders, and to present and receive input on the Conceptual Master Plan for the study area.
