Ossington Avenue Planning Study

The City of Toronto Planning Department is currently conducting a study of Ossington Avenue, between Dundas Street West and Queen Street West. The study was initiated in August 2012, in accordance with the direction from City Council on July 11-13, 2012.

The study involves a review of the current built-form, density, height, and heritage value of properties in the study area, consultation with the community to determine their vision for the future, and a Staff Report to City Council with recommendations for changes, if necessary, to the planning framework for the study area.

Community Engagement

Community Consultation Meeting # 3: December 13, 2012, 6:30 – 8:30 p.m. CAMH – Cafeteria, 1001 Queen Street West

City Planning staff presented the results of the community survey, presented their analysis of the policy framework and characteristics of the study area, presented draft policy directions for an area-specific Official Plan policy, and requested comments and feedback from the community.


Study Process


  1. Review of Existing Condition and Policy Framework:  City Planning staff, including Community Planning, Urban Design, and Heritage Preservation, conducted a preliminary review of existing build-form, land uses, height, density, and street characteristics.  Community Planning also reviewed how the Official Plan policies apply to the study area.
  1. Community Visioning: The following community visioning process is intended to identify what the community likes about their neighbourhood, what they would like to see in the future, and what their concerns are.
  1. Community Consultation Meeting # 1 - Visioning Meeting – September 6, 2012

    11 tables with approximately 5-8 people at each table discussed their vision for Ossington Avenue in terms of:

    • Social Mix
    • Economics of the Street
    • Streetscape
    • Character of Buildings
    • Relationship to Stable Neighbourhoods 

    A note taker at each table recorded all the comments.

  1. Comments were compiled and categorized to identify common themes.
  2. Community Consultation Meeting # 2 – October 25, 2012

    A survey was distributed to all the meeting attendees to confirm which themes reflect the community’s vision.

  3. Survey results were compiled and analyzed.  The findings were presented at the third Community Consultation Meeting held on December 13, 2012.
  1. Examine Options for Refining the Planning Framework:  City Planning staff reviewed options that would help implement the community's vision for the future and build on the applicable Official Plan policies. Such options included an area-specific Official Plan policy, an area-specific Zoning Bylaw amendment, area-specific urban design guidelines, and comments to other City department and government agencies. At the third Community Consultation Meeting held on December 13, 2012, City Planning presented draft policy directions for an Area-Specific Official Plan Policy that was subject to further review and comments prior to the preparation of a Staff Report to City Council.
  1. Staff Report to City Council:  City Planning is preparing a Staff Report with the findings of the study, a summary of the community's vision and comments, and a recommendation for the City to initiate an area-specific Official Plan policy. The Staff Report is anticipated to be brought forward for consideration by Toronto and East York Community Council on April 9, 2013, and by City Council on May 7 and 8, 2013.
