The City of Toronto conducts polls to determine the opinions of residents and businesses that could be affected by changes or introduction of:
- Boulevard cafés
- Business Improvement Areas (BIAs)
- Heritage designation
- Parking: alternate sides of street, front yard, boulevard, overnight, permits and prohibitions
- Traffic: change in direction, calming (speed humps, traffic circles, etc.)
When a business or individual submits an application for one of the above items, ballots are sent by mail to each property owner, resident and tenant over the age of 18 for properties in the affected area. The ballot includes the deadline and how to get more information.

Ballots are mailed out in envelopes marked City Clerk's Office and "Ballot Enclosed". The envelope includes the ballot and a yellow return envelope.
