The body-specific requirements set out below have been updated to reflect changes made by Council:
- May 2008 (ST8.1) to provide that 2 of the 3 members appointed by the City of Toronto will be Toronto residents (nominated by the Civic Appointments Committee for appointment by Council)
Agency profile
The GTAA Community Environment and Noise Advisory Committee (CENAC) provides a forum for discussion between community constituents and the GTAA about matters relating to the mitigation of aircraft noise in the community and the operation of Toronto Pearson International Airport in an environmentally responsible manner.
The GTAA established this Advisory Committee in accordance with the requirements of the Pearson Ground Lease with Transport Canada.
Member responsibilities
The Community Environment and Noise Advisory Committee acts in an advisory capacity to the GTAA on all issues relating to Toronto Pearson's Noise Management and Environment Policies with a view to improving the GTAA's noise mitigation and environmental programs.
Committee members are expected to actively seek the opinions of their constituents on noise related matters and to represent those concerns in the committee forum. Similarly, committee members are required to disseminate the results of the committee discussions to their constituent bodies.
Term of office
Each nominating body sets the term of membership with a suggested minimum of two years.
Toronto residents are appointed for four years coincident with the term of Council. The 1 City of Toronto Councillor is appointed every two years (at the start of a new four-year term of Council and at the mid-point in the term).
Composition
The GTAA Community Environment and Noise Advisory Committee consists of 12 members:
- The President and CEO or his/her designate of the GTAA (as Committee Chair)
- 3 representatives of the City of Toronto (currently consisting of 1 City Councillor and 2 residents appointed by Council)
- 3 representatives of the City of Brampton consisting of 1 City Councillor, 1 resident and 1 member to be appointed at Council discretion
- 5 representatives of the City of Mississauga consisting of 2 City Councillors, 2 residents and 1 member to be appointed at Council discretion
Currently, City of Toronto Council nominates 2 Toronto residents and 1 City Councillor.
Municipalities are permitted to designate alternates when a member is unable to attend a meeting. Councillors, residents, or Councillors' staff representatives are permitted to stand-in as an alternate for an elected representative who is unable to attend a meeting. Designated alternates are encouraged to attend meetings regularly and can vote in the absence of the regular member.
The Committee also has non-voting resource members who are appointed to the committee by their respective constituent groups.
Qualifications
In addition to the general eligibility requirements set out in the Public Appointments Policy, members are to collectively have experience and knowledge in the areas of:
- Aviation
- Airport operations
- Air transportation industry management, and
- Noise management.
For the resident representatives appointed by Toronto, preference is given to residents living in the geographic area of the Etobicoke-York Community Council provided they meet the skills requirements
Meetings
The committee meets on a semi-annual or quarterly basis in the Administrative Offices of the GTAA.
Remuneration
No remuneration is paid to committee members.
Nomination process - advertised recruitment
The 2 citizen members appointed by the City of Toronto to serve as resident representatives are recruited through City-wide media advertising, screened against Council approved qualifications by a City staff team and short-listed, interviewed and nominated by the City's Civic Appointments Committee for appointment by Council.
