Toronto is one of the safest cities in North America. Although our homicide and robbery rates are well below those of US cities of comparable size, Toronto is still touched from time to time by violent acts.
The City of Toronto strives to maintain its safety record and visitors often comment on the cleanliness of the city's streets and the friendliness of its residents. The Mayor's Community Safety Plan is designed to address the risks of increased violence and other criminal activity before they become reality. The plan was adopted by City Council in March 2004 and promotes safety in Toronto through a combination of prevention and enforcement initiatives.

Note: The population figures for Canadian cities are for the Census Metropolitan Area (CMA) while reported crimes correspond to the jurisdiction of the individual police forces within the CMA.
For U.S. cities, population and reported crime totals in the Federal Bureau of Investigation's Uniform Crime Report 2004 were used.
In Canada "Homicide" includes first and second degree murder, manslaughter and infanticide; in the in the United States it includes murder and non-negligent manslaughter. For the purposes of comparison, burglaries in the United States have been included under the term "Break-in."
