Benefits

55. (1)
The following benefits shall be paid with respect to each of the members of a recipient’s benefit unit if the administrator is satisfied that he or she meets the criteria for them and income assistance is being paid on his or her behalf:

Health benefits

An amount for health benefits equal to the sum of,
iii. 1
the cost of transportation that is reasonably required in any month for medical treatment for members of the benefit unit and that is not otherwise reimbursed or subject to reimbursement, if the cost of that transportation in the month is $15 or more,

Clients may be eligible for transportation costs to attend any therapy or treatment provided by a profession designated under the Regulated Health Professionals Act.

Designated Health Professionals are:

physician, optometrist, occupational therapist, physiotherapist, dentist, dental surgeon, dental technician, dental hygienist, denturist, optician, dietician, medical radiation technologist, massage therapist, midwife, nurse, pharmacist, speech language pathologist, audiologist, medical laboratory technologist, psychologist, respiratory technologist, chiropractor, chiropodist, or podiatrist

Transportation assistance may be provided to attend drug and alcohol recovery programs (e.g. Alcoholics Anonymous, Narcotics Anonymous) and aftercare programs where coverage is not available from the program itself or another source.

The caseworker should encourage participants to participate in an approved Ontario Works (OW) activity such as Community Participation (CP) which will benefit participants in other ways than transportation assistance.

If transportation needs are being met by another means such as participation in OW activity or issuance of TTC tickets no additional funds are to be issued.

A $15.00 medical transportation threshold policy is in effect for medical transportation reimbursement requests.

The benefit unit must incur a minimum of $15.00 in approved medical transportation costs in any given month to be eligible for reimbursement of the full amount.

Procedures

Verification for the need for medical transportation should be obtained when requested to attend medical appointments, rehabilitation therapy etc.

Medical Transportation for attendance at drug and alcohol recovery programs require a recommendation from a physician or psychologist. The recommendation should indicate the frequency and duration of program as well as state activity is necessary for improved health and functioning of the client. Clients are encouraged to attend programs within walking distance from their homes.

The total of all monthly medical appointments for the benefit must be considered when determining eligibility for medical transportation. Approved medical transportation costs for the benefit unit must total $15.00 or more in the month to receive the actual cost of the medical transportation allowance.

The total transportation assistance cannot exceed the cost of a Metro Pass per eligible member of the benefit unit.

Transportation assistance must be reviewed every six months or when the client indicates there is a change in the number of medical appointments, whichever occurs first.
