Who we serve
Employment and Social Services provides employment services to all Toronto residents through our Employment Centres. We also provide financial benefits and supports to over 75,000 individuals and families each month.

You can view a map showing the number of people Employment and Social Services helps by neighbourhood.

Employment and Social Services also provides a wide range of services to people who are not receiving Ontario Works. These services include employment assistance for people who are receiving ODSP, and help with energy-related emergencies, medical supplies and funeral costs.

Facts about Employment and Social Services
Employment and Social Services provides employment services for the city’s unemployed and under-employed residents. We are also the fourth largest social assistance delivery system in Canada.

Every year, our organization helps 228,000 people, representing 1 in 9 Torontonians.

DID YOU KNOW?

  Annually, Employment and Social Services:

  • processes over 50,000 Ontario Works applications
  • has over 100,000 visits to its Employment Centres and 400,000 visits to its offices
  • completes over 15,000 referrals to training, pre-employment and employment placement programs
  • helps over 25,000 people in their transition to employment

Performance measures
The City of Toronto considers performance measures to be a critical part of its business. The City monitors its progress to make sure that municipal tax dollars are being used as effectively as possible.

Information about performance measures is available on Toronto’s Municipal Performance webpage. The page features benchmarking reports, which include comparisons between Toronto and other municipalities in terms of factors such as:

  • the cost of delivering social assistance
  • caseload size, and
  • the average length of time people receive social assistance.
