Housing and Homelessness initiatives

Homeless to ODSP Project Engagement (HOPE)

The purpose of the HOPE program is to provide one on one support to people who are homeless and who might be eligible for the Ontario Disability Support Program (ODSP).

HOPE assists individuals in accessing various supports to help with:

  • the ODSP referral process
  • finding housing
  • medical supports, and
  • other services as required.

Shelter Support Liaisons
Each Employment and Social Services office has a Shelter Support Liaison who works with community agencies that help people with housing. Shelter Support Liaisons respond to agency inquiries about housing supports and can visit agencies to deliver information sessions about the Ontario Works program.
They also provide information and support to Employment and Social Services staff about housing options and opportunities.

Streets to Homes
The Shelter, Support and Housing Administration Division‘s Streets to Homes program helps homeless people living outdoors get a safer place to sleep and find long-term housing.  

Employment and Social Services co-ordinates with Streets to Homes staff to assist homeless people access housing supports and Ontario Works benefits. On a regular basis, Employment and Social Services caseworkers are on-site at the Streets to Homes office, and staff from Streets to Homes are frequently on-site at three Employment and Social Services offices:

Apartment building
  • Downtown Toronto Social Services
  • Metro Hall Social Services, and
  • East Toronto Social Services.
