Competition process
The competition is structured as a limited design competition. Stage I is a Request for an Expression of Interest and pre-qualification process which closed on January 8, 2010. Stage II is a limited competition. It is being sponsored by the City of Toronto. The City’s Facilities & Real Estate Division and a Professional Advisor, retained by the City will jointly administer the competition.
A Respondent is any legal entity, being a person, partnership or firm that submits a submission in response to the competition brief. A Competitor is a Respondent that has been short-listed to continue to Stage II of the competition.
Eligibility
In order to participate in Stage II of the competition, all participants, either in joint venture, singly or in association will be required to have a License and Certificate of Practice as per the Architect’s Act and Regulations in the Province of Ontario.
For the Stage I prequalification stage, those Respondents that are not licensed to practice in the Province of Ontario but are associating with a licensed Ontario firm, are required to notify the Registrar of the Ontario Association of Architects in writing that they are responding to an Expression of Interest, and if they are selected to go to Stage II they will comply with the provisions of the Architects Act and Regulations there under in the Province of Ontario. In this case, only the Certificate of Practice of the Ontario firm need be submitted in Appendix II of the Expression of Interest as a Mandatory Requirement.
Ineligibility
City employees, the Professional Advisor, Technical Advisory Committee members, Competition jurors and employees of the above are precluded from entering the Competition. Technical advisors and consultants who have been engaged in the preparation of the Competition Brief or any aspect of the competition are ineligible to enter the competition or to assist an entrant.
Any person, who, in the opinion of the Professional Advisor, would have an unfair advantage through access to information concerning the competition, may be declared by the Professional Advisor and the City to be ineligible to enter the competition.
Stage I - CLOSED on January 8, 2010
In Stage I, all eligible Respondents are invited to submit an Expression of Interest. The Stage I Expression of Interest must be received by the City by January 8, 2010. A qualified team of City staff and the Professional Advisor will select a short list of three (3) to five (5) Respondents to go on to Stage II.
Stage II - Begins on February 3, 2010
Those Respondents selected to continue to Stage II will develop design submissions that will be evaluated by a jury of seven members. The jury, chaired by the Professional Advisor, will select a winning design.
The competition will include a public exhibition where interested members of the public can view and comment on the design submissions of the Stage II Competitors. This public exhibition is expected to occur in May of 2010, while the winning design is expected to be announced by the end of June 2010.

Honoraria
Each Competitor in Stage II will receive an honorarium of $70,000 Canadian dollars (excluding all applicable taxes). Honorarium will be paid after the competition adjudication and confirmation by the Professional Advisor that the Competitor has met the minimum submission requirements.

No other means of communication will be acknowledged. It is the responsibility of all interested respondents to check the website for updates and responses to questions.
The last date to submit questions is December 9, 2009. Responses will be issued by December 14, 2009.
