* The City will be reviewing its taxi by-law over the course of the coming year. A final report with recommendations is expected in the second quarter of 2012. The full report outlining the review is available on the City's web site or by contacting the City Clerk.

The scope of the review will include many relevant issues impacting the taxi industry.

* * New Taxicab Owner's Refresher II Courses Currently in Development
The ML&S Training Centre is in the process of developing two new Taxicab Owner's Programs for 2012. Unlike the previous course, these new training programs will be divided into Owners who are licensed as taxi drivers, and Non-driving Owners. The Owner's Refresher II Training Courses are one or two day programs covering topics such as Client Relations, Municipal Code and AODA.

These training courses have been mandated to ensure that taxicab owners retain the highest level of knowledge regarding laws, regulations and issues facing this industry. We look forward to working with all owners in the industry during this initiative!


CPR/First Aid External Providers
The Emergency First Aid and CPR training program required to be licensed as a taxicab driver is available from a number of training companies in Ontario. To access a list of approved suppliers, visit the Workplace Safety and Insurance Board website at www.wsib.ca and search for "Approved First Aid Trainers" or click on the link below.

Note: To qualify for your license, you must take the Emergency First Aid and CPR (B) or CPR (B and C) which requires a minimum of 6.5 hours of classroom time. Courses listed as "Basic First Aid" and/or "CPR A" are usually 4 hours of classroom time and do not meet all of the requirements. If you are not sure, ask the supplier if their program meets this requirement before registering or paying for your course.

Refresher IV Training Course Going Strong
The latest version of the three-day Taxicab Driver Refresher Training Program is completing it's first successful year! Feedback from our drivers regarding our new Refresher IV Training Program has been very positive. We have enjoyed working with all the drivers over the past year and look forward to seeing more of you in 2012!

Limousine Driver Training Course
The ML&S Training Centre welcomed its first class of limousine owners in January, 2009. Since that time, the limousine courses continue to provide participants with a detailed overview of the industry. The Limousine Driver Training Course is a four-day program covering topics such as City of Toronto Geography, Tourism, Customer Service and Municipal Code.

This training course has been mandated to ensure the highest level of service continues to be provided to limousine clients in the City of Toronto. We look forward to continued relationships with all participants in the limousine industry!


Licensing Thresholds
The Business Licensing Thresholds continue to be a very important factor in the issuance of taxicab licences in the City of Toronto. The Municipal Licensing and Standards Division shall refuse the issuance or renewal of a license where an applicant has not met the business licensing thresholds outlined in the Toronto Municipal Code - Chapter 545: Appendix K (Ammendments Effective October 1, 2005).

Thresholds have been developed to both raise the standard for licensing review and to provide clear guidelines for licensees to obtain and maintain a license under Chapter 545 of the Toronto Municipal Code.

Please ensure that you are familiar with the requirements under the Business Licensing Thresholds and how they may affect your license!

Training Centre Wins Provincial Award!
The Public Sector Quality Fair (PSQF) has awarded the City of Toronto, Municipal Licensing and Standards Training Centre with their highest honour, the prestigious Level III Award.

The honour was awarded to the Training Centre for the Taxi Driver's Refresher Training Course III. The PSQF Level III Award is given to an organization who has demonstrated servce quality excellence within Ontario at the Municipal, Provincial or Federal level.

Congratulations once again to all team members of the Training Centre!

Training Centre Wins Prestigious Canadian Training Award
The Canadian Society for Training and Development(CSTD) has awarded the City of Toronto, Municipal Licensing and Standards Training Centre with the Society's prestigious first ever Gold "WOW" Award for training excellence.

The honour was awarded to the Training Centre for the Taxi Driver's Refresher Training Course III. The "WOW" Awards are given to an organization who has designed "a creative, innovative course that demonstrates collaboration, teamwork, cooperation and that adds value to the institution while containing or reducing costs."

Refresher III is a council mandated course for all City of Toronto licensed taxicab drivers. Toronto's 10,000 drivers are requried to attend the Refresher course once every four years.

Refresher III is a 3-day course that updates drivers on customer care, safety initiatives, tourism, personal and professional well-being and relevant by-laws and legislation. Refresher III uses innovative training techniques, including an interactive customer care video and group geography challenge.

Congratulations to all team members of the Training Section for a job well done! "WOW"
