Toronto Community Housing Corporation

Toronto Community Housing Corporation (TCHC) is the largest social housing provider in Canada and the second largest in North America. It provides affordable rental housing to about 58,500 low and moderate-income households, including seniors, families, singles, refugees, recent immigrants to Canada, and people with special needs. Government funding subsidizing TCHC's operations is administered by the City's Shelter, Support and Housing Administration division acting as the Service Manager under the Housing Services Act, 2011Opens in new window.

TCHC is incorporated under the Ontario Business Corporations ActOpens in new window, with the City of Toronto as its sole shareholder.

Board responsibilities

The board is responsible for the following:

  • establishing annual and long-range strategies and plans
  • establishing policies consistent with the Shareholder Direction and all relevant legislation
  • establishing and maintaining appropriate reserves consistent with sound financial principles and program regulations
  • selecting bankers and other financial institutions and establishing all banking authorities
  • appointing TCHC's officers, the Boards of Directors of the subsidiaries, and approving Shareholder Directions for the subsidiaries in accordance with City direction
  • directing all labour and employee-relations matters

Term of office

The term of office for public members is two years, and members serve until their successors are appointed.

Composition

The board has a total of 13 members including:

  • the Mayor or the Mayor's designate
  • 2 City Councillors
  • 3 tenant directors
  • 7 public members

Qualifications

In addition to the general eligibility requirements in the Public Appointments Policy, board members should collectively represent a range of expertise including:

  • knowledge of the field of social housing
  • housing advocacy or community development
  • land development
  • property management
  • business management
  • corporate governance
  • organizational development
  • labour relations
  • business law
  • social services for hard-to-serve tenants

Meetings

Meetings are held approximately eight times a year or at the call of the chair.

Remuneration

  • The chair receives a $20,000 annual retainer
  • Board members receive a $2,500 annual retainer, plus $500 per meeting to a maximum of $10,000
