Standards, Policies and Quality Assurance (SPQA) is a unit of Portfolio Management and Support in the City of Toronto’s Technical Services Division.
The unit provides engineering and technical support services for Technical Services and other City divisions. One of its main functions is to develop and maintain design and construction standards for the City’s linear infrastructure.
