Film crews will ensure that any and all conditions stated on the film permit(s) are complied with.
Film companies will not unnecessarily impede the normal movement of motor vehicles and/or pedestrian traffic.
Unless authorized under a location filming permit, traffic flow will not be held up for a period longer than three (3) minutes to complete a filming sequence. Traffic must completely clear before the next stoppage is allowed.
Unless a lane closure is specified on the permit under PDO supervision, film crews will not park, stop or stand vehicles in rush hour routes, no standing or no stopping zones. Production vehicles will never park in wheelchair/handicapped/tow away zones; within 9 metres of intersections; 30 metres of signalized intersections and 3 metres of fire hydrants. The location filming permit does not apply to crew vehicle parking.
Relocating vehicles by towing to accommodate filming or parking will not be permitted.

Permit and Red Cards
All location filming permits must be signed by two parties in order to be valid.
These are:
An official of the City of Toronto Film and Television Office and;
an employee of the film company.
An employee of the film company must come in to the Toronto Film and Television Office to sign the permit. Staff of the Toronto Film and Television Office will provide the original copy of the permit to the film company, retain a copy on file and fax a copy to the Toronto Police Service.
The location filming permit will be accompanied by a specific predetermined number of red location filming vehicle cards. The "red cards" should be placed in the window of each production vehicle for the duration of the shoot. To obtain the red "Location Filming Vehicle Cards" the location manager may be requested to submit a typed list of their vehicle requirements to the TFTO.
The issued location filming permit vehicle card (red card) must be clearly displayed on all vehicles.

Use of Special effects Firearms Explosive Devices and Flammable Liquids
It is the responsibility of the film company to ensure that any time firearms, explosive devices or flammable liquids are used or any potentially dangerous stunts are attempted that Traffic Services is consulted to ensure public safety.
Permits for carrying and use of prop firearms must be obtained. Inquiries regarding firearms permits may be made to the Toronto Police Service Firearms Registration Unit, 799 Islington Avenue at 416-808-3786.
Unless permission has first been granted by the Deputy Chief of Field Operations, film company representatives will not be permitted to:
- Accompany Police Officers on patrol.
- Film in Police buildings.
- Borrow or use Police uniforms or equipment.
- Include Police Officers in a film production.

Paid Duty Officers
It is requested that only one person from the locations department be authorized to order/request Paid Duty Officers from the Central Paid Duty Office, in order to prevent duplication and associated costs.
Requests for all Paid Duty Officers are made by submitting the Paid Duty Officer Request form to the Central Paid Duty Office by fax at (416) 808-5042. The TFTO in consultation with the Toronto Police Film Liaison Officer (416) 808-5082 determines the number of officers to be assigned according to the need for traffic control and public safety. If special effects are involved it may be necessary to assign an officer from the Emergency Task Force - Explosives Disposal Unit.
Motorcycles may be requested for travelling shots; however, due to the limited availability of motorcycles for paid duties, 24 hours notice is required. The vehicles are booked on a first-come, first-served basis. The same rule also applies if a Paid Duty Officer is required from the Emergency Task Force, Explosives Disposal Section. Failing to provide sufficient notice may result in the non-availability of Paid Duty Officers.

Paid Duty Rates
Rates are subject to change annually. To determine the current rate call the Central Paid Duty Office at 416-808-7880.
Paid Duty Officers are hired on an hourly basis, with a three (3) hour minimum; i.e. even if required for only one (1) hour, the minimum of three (3) hours pay will be paid.
The current hourly rate of pay is:

(When in charge of 15 or more officers; a Police Sergeant and a Staff Sergeant will also be required and the Staff Sergeant will be paid at $82.00 per hour rate.) |
If any equipment is used on a paid duty (i.e. cars, boats, horse, bicycle) the film company will be billed by the Toronto Police Service at the end of the month. Please refer to the OMDC Ontario Production Guide for the current rates.
Cancelling Paid Duty Officers
The Paid Duty Officer’s unit or division must be notified of cancellation twelve (12) hours prior to the scheduled paid duty starting time. If there is insufficient notice, the film company will be required to pay the officer(s) involved the minimum payment of three (3) hours i.e. less than twelve (12) hours.
