
The City's emergency plan has provisions for ecological disaster planning and effective and responsive mobile communications in the field.
Based on the nature of the disaster, the availability of resources and budgetary considerations, the plan includes mechanisms for obtaining necessary approvals, developing communication plans and dispatching expert staff and equipment to disaster locations in a timely and effective manner.
In situations of extreme disaster, Council will be able to launch public appeals for funding to help bring the plight of people in affected areas to the attention of Torontonians.

Disaster response is a specialized field of work that requires clear direction, coordination and a quick and appropriate response. Disaster planning is more than evacuations and emergency services; it also includes plans for preserving ecosystems and quality of life and maintaining infrastructure over the long term.
All three levels of Canadian government have a clear role to play during local, national and international emergencies. Each of the federal, provincial and municipal governments have tiered response disaster plans that help them appropriately assess need and coordinate requests for deployment of help.
Coordination ensures governments do not duplicate their efforts or place unskilled people in dangerous situations.
