Building the New City of Toronto: Final Three Year Status Report on Amalgamation
The report, issued by the Chief Administrative Officer of Toronto, reviews progress from 1998-2001, with an emphasis on results since the previous report in July 1999. It concludes that, while amalgamation has generally been a success, much work remains and that downloading continues to threaten the City's success.

Building the NEW City of Toronto: Status Report

Two CAO reports review the progress on amalgamation. Most recently the Status Report on Amalgamation (PDF file format) reviews the 1998–2000 period. The previously-published Mid-Term Report (PDF file format) looks at the first 18 months.
