Commissioners Street Transfer Station Public Liaison Committee

The Commissioners Street Transfer Station is located at 400 Commissioners Street in the port industrial area of the City of Toronto. The Public Liaison Committee is involved in providing comments on the facility and its operation.

Who's involved?
Members of the committee include:

  • local residents
  • site neighbours
  • City of Toronto staff
  • Ministry of Environment (MOE) representatives
  • users of McCleary Park

Meetings are co-chaired by a representative from the community and a City of Toronto staff person.

What are the issues?
Issues are related to the operation of the facility. The transfer station receives solid waste from municipal, commercial and industrial sources. The solid waste material is loaded and compacted into large tractor-trailer units for transportation to Republic's Carlton Farm Landfill in Sumpter Township, Michigan U.S.A. and the City's Green Lane Landfill in Southwold Township, Elgin County, Ontario. Located beside the transfer station is a Materials Recovery Facility (MRF) building. On May 15, 2005, the Commissioners MRF shut down and all sorting of recyclable materials shifted to the expanded Dufferin Material Recovery Facility (DMRF) located at the Dufferin Waste Management Facility (DWMF) and a private sector single stream processing facility operated Metro Waste.

What public consultation approach is being used?
Past public involvement in this project has been extensive. Site neighbours and representatives of the former City of Toronto and the MOE participated in the public consultation committee during the planning phase of this project. City of Toronto staff and Councillors have participated in the monthly information meetings of the South Riverdale Environmental Liaison Committee and staff have held public workshops focused on future plans for the site.

What's happened so far?
In 1989, Metro Toronto (now City of Toronto) began planning for a waste transfer station to replace the incinerator at 400 Commissioners Street. To operate this facility, approval was required from the MOE. The Provisional Certificate of Approval (CofA), issued by the MOE, permitted the transfer of up to 200,000 tonnes of non-hazardous waste per year. The CofA also stated that, "at the request of local residents or other interested parties, or where conditions warrant, Metro Toronto shall establish, maintain and support a public liaison committee to address concerns regarding the operation of the transfer station". After the CofA was issued, the Commissioners Street Transfer Station was officially opened on January 2, 1997.

How can I get involved?
Meetings take place at 400 Commissioners Street and are open to all. If you are interested in attending a future meeting of the public liaison committee or would like additional information, please contact us.
