Toronto City Council has established a Community Environmental Assessment Team (CEAT) to guide Toronto's environmental assessment for the management of residual solid waste. The work CEAT will undertake flows out of the work done by the New and Emerging Technologies, Policies and Practices Advisory Group.

A Request for Qualifications (No. 9155-04-7021) for the development
and operation of a small-scale research facility for processing
residual municipal solid waste was issued on January 21, 2004 and
closed on March 11, 2004 (revised).

Expression
of Interest number 9155-03-7283 was issued on June 2, 2003 and closed
on July 14, 2003 at 12:00 PM. Currently a Staff Report is being
prepared to document the results of the EOI. This report will be
presented to Council in September 2003.
Task Force
2010
In January 2001, the City of Toronto created Waste Diversion
Task Force 2010 and charged it with reducing Toronto household garbage
going to landfill. The Task Force, comprised of all Toronto City
Councillors, was given the assignment of achieving landfill diversion
targets of 30 per cent by 2003, 60 per cent by 2006 and 100 per
cent by 2010. After consulting with Toronto residents, environmental
organizations and industry, senior levels of government and the
private sector, Task Force 2010 presented a report to Toronto City
Council in June 2001, recommending a comprehensive waste diversion

Three-Stream
System
In addition to implementing the Task Force 2010 recommendations,
the City of Toronto is currently working towards full implementation
of a three-stream system by 2005. The three-stream system includes
the collection and processing of:
City-wide implementation
of the three-stream program is expected to reduce the amount of
materials being disposed of at landfill from curb-side serviced
homes by 42 per cent by 2005. The remaining waste being sent to
landfill is termed as "residual waste". Visit additional

Advisory
Group
In February 2003, the City of Toronto Works committee approved
the membership of the New and Emerging Technologies, Policies and
Practices Advisory Group. The group is made
up of experts, citizens, and other voting and non-voting stakeholders.
The advisory group has been formed to assist in guiding the review
of new and emerging technologies, policies and practices to process
and manage the "residual waste" remaining after the full
implementation of the three-stream system described above.
