New Name New Mission

At its April meeting, Toronto City Council approved a name change for its waste management planning process, formerly known as SWM-MEP. The new name is Toronto's Integrated Solid Waste Resource Management Process, or "TIRM" for short. With the new name, comes the addition of a project mission statement. The new project mission statement is:

"The City of Toronto's Integrated Solid Waste Resource Management Process be designed to be flexible enough to incorporate new, environmentally sustainable technologies that will move the City towards the ultimate goal of "Zero Waste", that is, a strategy based on maximizing diversion."

Get Ready ' Get Set ' Release - Monday, April 26, 1999

On Monday, April 26, 1999 a Request for Expressions for Interest (REOI) will be issued. There are three categories where interested companies and organizations may wish to propose projects. The city is looking for responses in the "proven disposal", "proven diversion", and "new, emerging and innovative technologies".

If you would like to participate in the REOI process, a copy of the REOI may be picked up (no charge) between 8:30 a.m. and 4:30 p.m. EDST from:

If you are going to send a courier, please call (416) 392-7326 so a document package can be prepared.

The REOI package contains an invitation to potential respondents to attend an optional briefing session which will be held within seven days of the release of the REOI. If you would like more information about the REOI, please call Lawson Oates, Project Manager at (416) 392-9744.

The deadline for responding to the REOIs is 12 Noon EDST.

What's in the REOI?

The REOI contains information about the scope of the project, the quantities of solid waste resources needing management, the requirements for those who respond to the REOI, the process that will be used to evaluate the REOIs, rules and procedures, and next steps in the process.

In their deliberations, Council decided to include the following provisions about the proven disposal REOI:

  • minimum of 100,000 tonnes (110,200 tons U.S.) per year for disposal proposals;
  • options for 5, 10, 15 and 20-year timeframes for providing disposal capacity;
  • the right for the city to issue a separate haulage tender to third party haulers;
  • a preferred customer clause so that the disposal price charged to the city is competitive over the contract timeframe;
  • the right to maintain current public sector staff levels in hauling waste, based on staff and equipment currently involved in waste haulage;
  • potential to include sites certified to receive only Industrial, Commercial and Industrial waste; and
  • partnership opportunities.

Council also provided direction about the REOIs for "proven diversion" and "new, emerging and innovative technologies", including:

  • A maximum of 300,000 tonnes (330,600 tons U.S.) per year has been set for each "proven diversion" proposal and 100,000 tonnes (110,200 tons U.S.) per year has been set for each "new and emerging technology" proposal;
  • Staff have been directed to prepare and consult on a planning process for a Request for Proposals for these two categories.

Look for REOI advertisements in the Daily Commercial News - April, 1999, the Globe and Mail - April 20, 1999 (Canadian publications), and Waste News - April, 1999 (U.S. publication).

  • February, 2000 Council approval of top-qualified respondents in the Disposal category
