Map of area - Click for larger viewThe City of Toronto has been conducting a study to identify and examine options to improve traffic operations in the Deer Park area, generally described as the area bounded by Avenue Road, St. Michael’s Cemetery, Rosehill Avenue and Vale of Avoca and Mount Pleasant Cemetery, and Frobisher Avenue (see map). Two meetings have been held to date, in March and April of this year, to identify traffic issues and discuss potential improvement options. A final meeting will be held to present and receive feedback on the preferred plan.

Options being considered for some streets include:

  • Raised intersections and crosswalk treatments to improve pedestrian safety
  • Curb extensions and bump-outs
  • Improved pedestrian crossings
  • Minor changes to some turn restrictions
  • A potential restriction of through traffic on Heath Street during peak hours.

Study process
The study is being planned under the planning and design process for Schedule “B” projects as defined in the Municipal Engineer’s Association Municipal Class Environmental Assessment document (June 2002).

Next Steps
Upon completion of the study, a Project File Report will be available for public review and comment. Advertisements indicating where and how the public can have access to this information will be published in the local newspaper.

First Public Information Centre
The first Public Information Centre was held on March 11th, 2004. The purpose of this meeting was to introduce the project and receive public input regarding neighbourhood traffic issues.

Second Public Information Centre
The second Public Information Centre was held on Tuesday May 11, 2004. The purpose of this meeting was to present and discuss potential solutions to address identified problems along with proposed criteria for evaluating these solutions. A third meeting is planned for September 2004 to present the preferred plan.

Study objectives
The objectives of this study are to recommend an overall traffic management plan to be evaluated by the Steering Committee and the community at large, including:

  • A functional design for managing traffic access to and from the area

  • Decreasing the amount of non-local traffic using neighbourhood streets but still allowing residents, as much as possible, freedom for access

  • Review the operational efficiency of the surrounding arterial road system with the view to increasing the capacity and/or decreasing the travel time through the areas to make these roadways more attractive for some the traffic currently using the neighbourhood streets.

  • Where non-local traffic flow cannot be avoided, to decrease the back-up of vehicles within the neighbourhood (with their extended idling times) by improving the access flow out of the area in such a manner, if possible, so as not to attract additional traffic;

  • Increasing the safety of all road users, in particular, pedestrians and cyclists and to encourage these activities within the community, by reducing the operational speed of vehicles.
