Introduction
The Gardiner East Contaminated Soil Monitoring and Review Committee
(the Committee) was formed in April 2004. The committee is charged
with the monitoring and review of contaminated soil Sites A and
B (see map) PDF,
in Toronto located at Leslie Street and Lakeshore Boulevard East.
The committee is also mandated to report to the community on the
performance of the sites, over time. The purpose of containing the
contaminated soil is to ensure that contaminants remain in place
and do not travel off-site. Review and monitoring are carried out
to ensure that the sites are performing well and that no risk is
posed to the environment or the community. The sites were tested
and addressed by the City of Toronto, according to the Site Specific
Risk Assessment process.

How did the
sites become contaminated?
The sites are contaminated with lead, hydrocarbons and other contaminants.
The contamination occurred due to historic industrial land uses
in the area, the former addition of lead to gasoline and contaminants
in materials used for landfill. When the east section of the Gardiner
Expressway was dismantled (1999 to 2001), the contaminated soil
was discovered. The contaminated area was tested, the soils were
then capped and contained. Then, the area was landscaped for bike
trails and other recreational land uses. The committee was formed
to review and monitor the sites' performance.
What does
the Committee review?
The Committee receives results of soil and groundwater monitoring
in the following areas:
Area A
The north boulevard of Lakeshore Boulevard East (i.e. from the
north curb to the north limit of the road allowance) between the
eastern property line of the Toronto Film Studios and western
curb of Leslie Street. This area is a long, narrow strip of land
approximately 25 to 30 meters wide by 500 meters in length.
Area B
The road allowance for the former off-ramps from the Gardiner
Expressway at the southeast corner of Leslie Street and Lakeshore
Boulevard East. This area is roughly shaped like a "D"
and has an approximate area of 15,000 square- meters (1.5 hectares).
What
Is the City of Toronto’s Role in Site Management?
The City of Toronto monitors the Sites in accordance with the SSRA
Approach for Contaminated Sites. The method of managing the contaminated
soil is addressed in the Report For Submission To Ontario Ministry
of Environment and Energy Site-Specific Risk Assessment (SSRA),
Gardiner Expressway Dismantling and Lakeshore Boulevard East Reconstruction
At Leslie Street, Toronto, Ontario, (SSRA Report), prepared by Sheehan
& Peaker Ltd., May 14, 2002. The Site Specific Risk Assessment
approach was explicitly defined in the Ontario Ministry of the Environment
Guideline for Use at Contaminated Sites in 1997.
