Scarlett Road/CP Galt Subdivision Rail Grade Separation - Class Environmental Assessment

The City of Toronto initiated a Class Environmental Assessment (EA) Study to address existing traffic safety and operational concerns and long term mobility needs in the Scarlett Road/St. Clair Avenue/Dundas Street area.

Background
The intersections of Scarlett Road with Dundas Street West and with St. Clair Avenue West are located approximately 50 metres apart. An east-west CP Galt Subdivision Rail line is located between the two intersections and is grade-separated from Scarlett Road by means of a steel beam bridge. This bridge restricts sight lines along Scarlett Road, and prevents some larger vehicles from using Scarlett Road at this location with its low vertical clearance of 4.1 metres. The close proximity of the intersections of Dundas Street West and St. Clair Avenue West with Scarlett Road, and the physical and operational constraints associated with the bridge results in a less than desirable situation. In November 2001, the City of Toronto undertook a Feasibility Study to identify improvements to the Scarlett Road/St. Clair Avenue/Dundas Street area.

Purpose of this study
This study defined safety and operational problems on this section of Scarlett Road, developed and evaluated a reasonable range of alternative solutions to address these problems, and identified a preferred solution in consultation with the public and regulatory agencies. The study was carried out in accordance with the Municipal Class Environmental Assessment (June 2000) process, which is approved under the Ontario Environmental Assessment Act.
