Study commencement
The Toronto Transit Commission (TTC) and City of Toronto initiated
a Class Environmental Assessment to identify and evaluate options
for improved transit operations on St. Clair Avenue West between Gunns
Road (just west of Keele Street) to just east of Yonge Street.
This study
has been undertaken in accordance with the requirements for Schedule
C projects under the Municipal Class Environmental Assessment process.

Study Design
The Study Design (PDF)
document outlines the approach, work plan and schedule for the work
to be completed for the Class EA study. The document also identifies
responsibilities for the various aspects of the study. The revised
problem statement

by the study.
The
Study Area
The streetcar tracks on St. Clair Avenue West are in poor condition
and must be replaced. The track and trackbed replacement is urgently
needed and will be reconstructed in 2005 along with portions of
the roadway. This work entails the complete excavation and rebuilding
of the tracks and trackbed and, as such, provides the opportunity
to modify or enhance the streetcar right-of-way and the passenger
platforms. Since the track replacement is expected to last up to
30 years and represents an investment of over $22 million in transit
infrastructure, the City and TTC wanted to work with the community
on the plans for a current and long term solution.

Study
area description
The
Primary Study Area is from Yonge Street (St. Clair Station) to Gunns
Road (west of Keele Street) and south to Davenport Road. The northern
boundary must still be defined but includes the residential neighbourhoods
for several blocks north of St. Clair Avenue. The Secondary Study
Area will be used to assess effects beyond the Primary Study Area,
such as available road capacity on parallel roadways as far north
as Eglinton Avenue and south to Bloor Street.

What is the
Class Environmental Assessment (Class EA) process?
The Class EA process provides a decision-making framework under
the Ontario Environmental Assessment Act, which applies to public
and private sector agencies before undertaking common road and transit
infrastructure projects. It sets out a process that must be followed
and includes identifying the problem, alternative solutions and
designs, the analysis and evaluation of the alternatives and their
impacts, public participation, and study documentation. The key
features of the Class EA process for various project types (schedules)
are shown below. This study is being completed under Schedule C.

Official Plan
The City of Toronto Official Plan
provides the vision for Toronto for the next 30 years. Since the
new street-car tracks on St. Clair Avenue will be in place for the
life of the Plan, it is important to use the Official Plan to guide
the planning and design of the street-car line and St. Clair Avenue
itself.
How can I
get involved?
Public consultation is an important element of all EA studies.
An extensive program of consultations with stakeholder and community
groups was undertaken in parallel with technical work and general
public meetings throughout the process. Details on the dates and
locations of these meetings were published in local newspapers and
on this Web site in advance of the public meetings.
Any individual
or group can have their names placed on the study mailing list.
