Ashbridges Bay Treatment Plant (formerly the Main Treatment Plant) Environmental Assessment Mediator's Report

Main Treatment PlantThis page makes available the Mediator's Report, for the City of Toronto, Environmental Assessment, Main Treatment Plant, (now called the Ashbridges Bay Treatment Plant). On September 25, 1997, Metro Toronto Council approved the final Environmental Assessment Document. It was then submitted to the Ministry of Environment's Environmental Assessment and Approvals Branch for final review and approval.

The goals of the Environmental Assessment (EA) were to establish a preferred alternative for meeting future wastewater treatment needs within the Main Treatment Plant (Ashbridges Bay) service area to the year 2011 and improving the effectiveness of the plant at reducing environmental impacts.

Public comments were received on the EA. The city and participants agreed to enter into a mediation process to try and resolve outstanding issues. This is known as self-directed mediation. This process is recognized in the Ministry of Environment's Draft Guide Lines for The Use of Mediation in Environmental Assessment, February 28, 1997 DRAFT. On January 1, 1997, the Environmental Assessment and Public Consultation Act (Bill 76) came into force. Through this legislation, mediation has been formally introduced into the environmental assessment process.

The mediation process for the Main Treatment Plant Environmental Assessment (now the Ashbridges Bay Treatment Plant) began in January of 1999 and concluded on April 1, 1999. The Mediator's Report was submitted to the Minister of Environment on April 16, 1999.
