Peer Review of Decision Making Model
The City of Toronto undertook a Peer Review of the Biosolids and Residuals Master Plan Decision Making Model. This peer review focused on the decision-making model and the scoring criteria used to establish the recommendations of the BRMP and did not include a review of the various technologies that were considered in the master planning process. An independent consultant/facilitator was retained to coordinate and facilitate the peer review process. A Staff Report and the Peer Review Report were submitted to the Public Works and Infrastructure Committee on June 27, 2008.
The Peer Review Panel was made up 7 individuals chosen from the public and private sectors and from academia to ensure a broad spectrum of expertise and experiences. BRMP stakeholders were invited to put forward names of potential panel members for consideration and also provide comments on a short-list of candidates. During the peer review, stakeholders are also invited to address the panel in person or through a written submission.
