In 2002, the City of Toronto completed a Class Environmental Assessment to find the preferred solution for managing residues generated at the R. L. Clark Filtration Plant. Five alternatives were evaluated. The preferred solution selected is treating the liquid portion of the residues on-site, and hauling the remaining solids away for disposal.

Steps in the EA process

  • Recognized that the practice of discharging residues to Lake Ontario could have an environmental impact.

  • Identified alternative solutions to discharging residues from the water filtration process to Lake Ontario.

  • Evaluated and selected the preferred solution of managing residues.

  • Completed report in October 2002 and posted it and a Notice of Completion to inform people when the review period started and where to go for more information.

Communications and Consultation activities
Throughout the R. L. Clark EA process, a public consultation program was implemented to ensure public input. Now that we’re in the design phase and moving toward construction, the City will communicate with the public and continue to provide opportunities for residents to contribute to the process. Communications and consultation activities will include media relations, distribution of newsletters/construction bulletins, and updated information on the City's web site.
