Toronto's history of emergency planningWhile the September 11 terrorist attacks heightened everyone's concern about being prepared to respond to emergencies quickly and effectively, the City of Toronto has a long-standing history of emergency preparedness. It started back in 1955 when the Metropolitan Toronto Civil Defence Organization was formed. Since then, the organization has evolved into several entities that reflected the emergency risks facing Toronto. When the new City of Toronto was formed in 1998, the Emergency Planning Office was established. In 2001, the City of Toronto Emergency Management Office (OEM) established the Emergency Operations Centre.
