Toronto HUSAR will be comprised of 65 members, all trained Emergency
First Responders. The Team will be divided into Six functional
components:
- Search
- Rescue
- Emergency
Medical Services
- Planning & Technical
Information
- Logistics
- Command

The Search
component will be managed by Toronto Police Services. Staffing
will include Search Managers, K-9 Search Specialists, and Technical
Search Specialists. Toronto Fire Services will manage the Rescue
component. Staffing will include Rescue Managers, Rescue Squad
Leaders, Technical Rescue Specialists, Heavy Rigging Specialists
supplied by Toronto Works. The Medical Component will be managed
by Toronto EMS. The medical positions include Emergency Physicians,
Advanced Care Paramedics, Employee Assistance (EAP) and Critical
Incident Stress (CIS) Personnel. The Technical Planning and Information
Component will be staffed by The Technical Planning and Information
Manager, the Teams Planning Officer, Technical Planning and Information
Specialists, Hazardous Materials Specialists, and Structural
Engineers. The Logistics Component will be staffed by The Logistics
Manager, Inventory (Stores) Specialists, Maintenance Specialists,
and Communications Specialists.
By design,
there are two, ideally three, personnel assigned to each position
to accommodate sickness, holidays, and for the rotation and relief
of personnel. This allows for around the clock operations. A
comprehensive equipment cache supports the Team.
The HUSAR Team
is treated as a resource/compliment to the requesting agency.
This organization is another tool that is available as a whole
or in part to assist the requesting agency or organization that
requires the expertise the Team possesses.
