The new single, city-wide zoning bylaw was approved by Toronto City Council on August 25 - 27, 2010. The new zoning bylaw is the result of an eight-year harmonization exercise, with the principal emphasis on developing a common terminology, structure and set of defined zoning terms that apply across the city.

The new zoning bylaw maintains current development standards (height, density, setbacks and use) as much as possible, protecting Toronto’s existing neighbourhoods. It was developed with extensive opportunities for the public to comment and provide feedback. Citizens and stakeholders were encouraged to participate in the public consultation process to ensure their comments were heard on this important subject. Feedback from public consultation was consolidated and reviewed by the project team and changes were made to the draft bylaw where appropriate and necessary.

Reports at Committee and Council
In forwarding the draft Zoning Bylaw to City Council for enactment, the Planning and Growth Management Committee passed several motions recommending modifications to it. Attachment 1 of the staff report before City Council on August 25, 26, 2010 contains the all modifications to the draft Zoning Bylaw recommended by the Committee, as well as other modifications resulting from the referral to staff of other motions recommending additional changes.

The Planning and Growth Management Committee held the statutory public meeting on August 19, 2010. The final report at the Committee represents the concluding stage to an enormous and complex six-year planning project. Most of the work on the new zoning bylaw, including the public consultation process, has been undertaken in-house by City staff. In some areas, where Council had approved changes to the existing zoning provisions, such as the development of new parking and loading standards, outside consultant advice was sought. The staff report before the Planning and Growth Management Committee's meeting on May 19, 2010 outlines further changes and refinements to draft new Zoning Bylaw that have resulted from the direction of the Committee at the meeting of April 21, 2010 and further input from stakeholders and other interested parties. The Committee adopted the report as amended (item PG 38.3).

The staff report that was before the Planning and Growth Management Committee in April 2010 explains the major changes made to the draft new Zoning Bylaw since its initial release in May 2009. Most of the changes are a direct result of the remarks received during consultation with the public.comment box for general comments on draft zoning bylaw The consultation effort included open houses, public meetings organized by Ward Councillors, on-line comments made through the pencil icon in the zoning text and maps, written comments and meetings with representatives of business and resident associations and major landowners such as school boards.

The Planning and Growth Management Committee meeting at its meeting in March 2010 committee received the staff report that provided an update on the progress toward resolving outstanding issues enunciated during the consultation process is before the March 8, 2010 meeting of the Planning and Growth Management Committee. Public comments have been collected on the draft zoning bylaw since its release in May 2009. Comments are collected through the on-line feature on the interactive maps and text, as well as comments made at the Open Houses and Planning and Growth Management meetings held in June and September in each of the Districts. A staff report on the results of the public consultation was on the agenda of the Planning and Growth Management Committee November 4, 2009 meeting.
