In case of emergency, (exposed skin, signs of frost-bite, unconscious person)  during extreme cold alerts or a person is unresponsive, call 911 immediately.

The City coordinates a street outreach service where workers will visit people staying outside to offer them help. Street outreach takes place 24 hours a day, seven days a week. Street outreach is not an emergency service.  When you call requesting street outreach, please indicate the specific location of the person that needs assistance and details about why you feel they need assistance.

If you feel there is a pressing need for street outreach, 311 will connect you with a street outreach worker. Please note that it may take some time for the outreach team to reach the individual.

Streets to Homes
In partnership with contracted community-based service providers, Streets to Homes helps street-involved people to find and keep permanent housing.

City-funded services for people experiencing homelessness are listed on Homeless Help, and include shelters, 24-hour respite sites, drop-ins and housing help centres.
