The Toronto Office of Partnerships (TOP) was created by Toronto City Council in 2007. Toronto Office of Partnerships is responsible for building new partnerships with businesses, not-for-profit organizations, community groups, residents' associations, post-secondary institutions and individuals sharing common interests and objectives with the City of Toronto.  It provides a one-window service centre for those seeking partnerships with the City. It also creates and refines policies governing the City's partnership activities.

Toronto Office of Partnerships actively seeks out strategic partners for initiatives that support programs and services offered by the City of Toronto, and improve the quality of life. It also encourages partnerships by streamlining the review process and finding the most appropriate "home" for them.

TOP works closely with partnership staff from other City divisions, agencies, boards and commissions and supports existing City partnership activities.
