Canada Wide Early Learning and Child Care System (CWELCC)

  • The Canada-Wide Early Learning and Child Care (CWELCC) system will support quality, accessibility, affordability and inclusivity in early learning licensed child care serving eligible children. It is a five-year plan that is based on equity and inclusion. All families, including those with a fee subsidy, will have access to CWELCC programs by 2025.
  • The City of Toronto is responsible for approving applications and then providing the funding for child care operators who have opted into the CWELCC plan. Operators will refund families directly. 
  • The public is encouraged to contact their child care operator for questions about the status of CWELCC at their location. 
     
Fee Reduction – Full Fee Families

CWELCC funding will lower the child care fees of participating programs.

In 2022 the reduction/refund from the Base Fee (retroactive to April 1) is 25per cent (to a minimum of $12).

When child care providers are approved as part of the CWELCC program they receive funding to refund/reduce 25 per cent of eligible child care fees to families (retroactive to April 1, 2022) for the remainder of 2022, and by 50 per cent per beginning December 31, 2022. Future phases will see more reductions in child care fees with a projected $10 average licenced child care fees for eligible children by September 2025.

Fee Reduction – Families in receipt of Fee Subsidy

The Child Care Fee Subsidy program continues to be available for eligible families. A family's assessed fee may be reduced with CWELCC, depending on the number of eligible children (the $12 minimum does not apply to the parent contribution when accessing a fee subsidy)
