Policy Statement

The City of Toronto is committed to the protection of its employees from workplace hazards through appropriate training, safe work procedures, provision and maintenance of equipment and personal protective equipment. This policy is intended to protect the safety of employees who are expected or encouraged by their managers/supervisors to use bicycles in the performance of their work.

Application

This policy applies to all divisions in which employees are expected or encouraged by their managers/supervisors to use bicycles in the performance of their work and to those employees whose work is subsequently performed using a bicycle.

Definitions

Bicycle

“Bicycle” includes a tricycle, a unicycle and a power-assisted bicycle but does not include a motor-assisted bicycle;

Responsibilities

Divisions in which managers or supervisors expect or encourage employees to use City-issued or personal bicycles to carry out their work duties will develop and implement a program comprised of the following elements:

  • Review of jobs in which employees are expected or encouraged by their managers/supervisors to use bicycles in the performance of their work
  • A requirement that these employees complete, or have completed within the last three years, a Can-Bike II or equivalent training program if using bicycles for City-related work duties (If untrained employees are currently bicycling during the performance of their duties, training should be scheduled)
  • A requirement for use of bicycle helmets and reflective clothing (all CSA approved or equivalent) when riding bicycles for City-related work
  • A requirement that any bicycle being used for City-related work, whether City-issued or employee-owned, be equipped in accordance with the requirements of the Highway Traffic Act
  • A preventative maintenance program for City-issued bicycles
  • Provision for review of the program by joint health and safety committees representing employees who are expected or encouraged by their managers/supervisors to ride bicycles during the course of their work

Employees who are expected or encouraged by their managers/ supervisors to use bicycles in the performance of their work will:

  • Attend a CanBike II or equivalent training program, as required, and operate and maintain bicycles in accordance with information acquired during this program
  • Use required personal protective equipment including bicycle helmets and reflective clothing (all CSA approved or equivalent) when riding a bicycle at work
  • Report to their managers/supervisors any deficits in the safety features of City-issued bicycles
