To request a compliance audit of a candidate who may have violated the campaign finance rules of the Municipal Elections Act, 1996 as amended (MEA), you must:

  • be an eligible to vote in the City of Toronto municipal election
  • have reasonable grounds that campaign finance rules have been broken
  • fill in and submit an application form

City Council has established a Compliance Audit Committee to consider applications for the 2014-2018 Council Term, including by-elections. Find out more information about Compliance Audit Committee meetings.

To file an application for a compliance audit of a candidate’s election campaign finances, an elector is required to complete the application and provide reasons.

An application for mayor or councillor candidate must be filed with the City Clerk at:

An application for a school board trustee candidate must be filed with the Director of the applicable school board.

The Municipal Elections Act, 1996 as amended (MEA) provides that the application must be made within 90 days after the latest of:

  • the primary filing date
  • and if applicable, the supplementary filing date

Candidates may apply to the Superior Court of Justice to extend the date the financial statement is due. In addition, the MEA provides candidates with a 30 day grace period in which to file a financial statement if a $500 late filing fee is paid. In either of these scenarios, the 90 day compliance audit period starts from the day the candidate files the financial statement.

The Clerk will accept compliance audit applications for the following by-elections:

July 25, 2016 By-election – applies to Councillor ward 2 and TDSB ward 1

  • Compliance audit period: June 21 (after 2 p.m.) to September 19, 2017

February 13, 2014 By-election Councillor, Ward 42 By-election

Primary Campaign Period (November 10, 2016 to March 30, 2017)

  • Compliance audit period: May 1 (after 2 p.m.) to July 31, 2017

Supplementary Campaign Period (ends October 2, 2017)

  • Compliance audit period: November 1 (after 2 p.m.) to January 30, 2018
