Based on City Council directives, Phase 1 of Concept 2 Keys (C2K) is focusing on affordable housing development applications identified as priorities by the City’s Housing Secretariat. Phase 1 includes some Long-Term Care applications as well.

In collaboration with the Housing Secretariat, priority affordable housing projects were identified as suitable candidates to participate in Phase 1 based on a rigorous set of criteria. The criteria, developed by the Housing Secretariat, are aimed at accelerating the supply of affordable housing units in Toronto. Participation in the C2K Program will advance the application process in a number of ways, including fast-tracking internal and external timelines and establishing new escalation processes and procedures.

As Phase 1 progresses, Modular Housing Initiatives and Rapid Housing Initiatives will be incorporated. The C2K team will also work with the City’s Housing Secretariat to identify and incorporate city-wide priority affordable housing projects approved through the 2020 Open Door Program.

To help meet the targets of the City’s HousingTO 2020-2030 Action Plan and help the City deliver much-needed affordable housing faster, applications for C2K are prioritized based on affordability criteria adopted by City Council.

Criteria for participation in Phase 1 of C2K includes:

  • Number of units at or below Average Market Rent (AMR)
  • Number of affordable units and the levels of affordability proposed
  • Number of years rental units will be maintained as affordable
  • Number of affordable units (at or below AMR) reserved for priority populations
  • Government investment

Once your project information is reviewed, the City will let you know whether your project has been selected for inclusion in the C2K program.

The second phase of Concept 2 Keys is scheduled to launch in late June. Phase 2 will focus on Etobicoke-York in order to evaluate how C2K’s new processes and technologies perform in a typical development review environment with a full range of applications in preparation for an eventual city-wide scale-up.

New applications received in the Etobicoke-York area will be assigned to C2K’s interdivisional application review teams, supported by the application manager and coordinators.

Concept 2 Keys presented an update report to City Council on July 14, 2021, which was adopted without amendment.

The C2K Chief Operating Officer, Development, and the Executive Director, Housing Secretariat, will report back to City Council on the results of Phase 1 of Concept 2 Keys in Q3 2021.
