C2K has established and supports development review teams in each of the City’s districts (Etobicoke York, Scarborough, North York, Toronto & East York). The review teams are made up of staff from several City divisions who work together to review development applications and resolve issues in a collaborative, team-based approach.

City Council directed Concept 2 Keys staff to prioritize and expedite affordable housing applications to help meet the City’s HousingTO 2020-2030 Action Plan. As part of the prioritization of affordable housing applications, C2K has been introducing improvements to the development review process.

City staff from across several divisions are working as collaborative teams to expedite application review and issues resolution.

To help meet the targets of the City’s HousingTO 2020-2030 Action Plan, C2K’s Priority Development Review Stream prioritizes affordable housing applications based on affordability criteria adopted by City Council and approved through the 2020 Open Door Program.

Criteria for eligibility for priority review was developed in consultation with the Housing Secretariat and includes:

  • Number of affordable units (at or below Average Market Rent as defined annually by the Canada Mortgage and Housing Corporation)
  • Depth of affordability
  • Length of affordability (the number of years that rental units will be maintained as affordable)
  • Number of affordable units that will be allocated to priority populations, as identified in the HousingTO 2020-30 Action Plan
  • Projects with government investment in the form of land or approved capital or operating funding.

City staff from across several commenting divisions in the Etobicoke York, Scarborough, North York and Toronto & East York districts are working in a new collaborative team-based model to review development applications. The review teams are also defining and refining best practices and implementing them through continuous improvement projects.

To facilitate improvements to the development review process, new development applications are being reviewed and discussed jointly by all commenting City divisions before any communications are sent to applicants. This ensures that clear and consistent guidance is provided to applicants about their applications.
