Overview: Municipal Shelters
The current zoning regulations permit municipal shelters in most zones subject to two conditions:
- there is a distance of 250-metres separating it from another shelter
- the shelter is located either on a major street, or on an intersecting street if the lot is within 80 metres of the major street
In March 2019, City Council approved zoning by-law amendments to both Zoning By-law 569-2013 and the Municipal Shelter By-law 183-2003. These amendments support the provision of municipal shelters in all areas of the city by removing the two location requirements which currently restrict where they may locate. This will provide adaptability for the City in addressing the growing demand for shelter services, and allow for quick responses to changing circumstances.
