In January 2018, Toronto City Council approved the City’s participation in the provincial Development Charges (DC) Rebate program. The City welcomes this provincial program which supports the creation of mid-range market rental housing.

The DC Rebate program is an initiative under Ontario’s Fair Housing Plan to increase the supply of purpose-built market rental housing. Up to $125 million over five years is available to Ontario municipalities to deliver the program, starting with $25 million in 2018-19.

In Toronto, the DC Rebate program provides a DC rebate for the construction of mid-range rental housing, where rents are between 100% and 150% of the average City of Toronto rent, by unit type, as reported annually by Canada Mortgage and Housing Corporation (CMHC).

Organizations interested in qualifying for and participating in the DC Rebate program may now apply through the Open Door Program Call for Applications. The deadline for applications is Thursday March 22, 2018 at 12 p.m. (noon).
