Background

At its meeting of July 12 to 15, 2016, Toronto City Council approved the staff report: Proposal for Emergency Men’s Shelter at 731 Runnymede Road and directed the  General Manager, Shelter, Support and Housing Administration and Executive Director, Social Development, Finance and Administration to convene a Community Liaison Committee with representation from both Wards 11 and 13, including local residents, agency staff, clients, local Councillors and City staff to work on the shelter’s establishment at 731 Runnymede Road.

City Council also directed City staff to undertake actions in collaboration with neighbourhood stakeholders to achieve the following:

  • Develop a plan for a shelter program that will meet the needs of an appropriate number of homeless men at 731 Runnymede Road and make a positive contribution to the neighbouring community.
  • Develop a “Rockcliffe-Smythe/Junction Strategy” to improve economic development, social services and land-use planning for the neighbourhood to improve neighbourhood wellbeing; the Strategy to:
    • Be developed in coordination with relevant City agencies and divisions, including  Toronto Public Library, Toronto Public Health, Toronto Transit Commission and Toronto Police
    • Be developed through a robust community engagement process that is inclusive of local residents and businesses
    • Make recommendations to provide adequate funding for the plan
  • Develop a “Safe Growth” strategy to address issues of community safety and security in the neighbourhood, with a focus on the underpass, rail tracks, Runnymede Park and public transit.
  • Convene the services of a third party design expert to work with staff and the Community Liaison Committee to design the exterior of the shelter so it is functional and attractive.

Purpose and Mandate

The role of the Community Liaison Committee is to work collaboratively with City staff to identify the resources needed to support the development of the men’s shelter into the neighbourhood and develop a Rockcliffe-Smythe/Junction Strategy to promote economic revitalization, community safety, social services and land-use planning that includes a Safe Growth strategy.

Membership

The Community Liaison Committee is an advisory committee established by the City and includes local residents, shelter clients, representatives of local businesses, social service agencies, faith groups, Toronto Police Services, Councillors for Wards 11 and 13 and City staff.

The Community Liaison Committee may choose to organize sub-committees within its structure.

Roles and Responsibilities of Members

  • To understand, accept and agree to abide by these Terms of Reference.
  • Attend meetings of the Committee to provide comments, suggestions, expertise and feedback to assist City staff in implementing Council’s directions.
  • Where required, members will be expected to respect the confidentiality of materials presented and discussed.

 Meetings

  • Meetings will be convened as needed in order to fulfill the Committee’s mandate.
  • Meeting minutes will be approved by the Committee prior to their release to the public.

Administration/Decision Making

The Community Liaison Committee is chaired by the Social Development Finance and Administration Director of Community Resources. City staff will provide administrative support for the committee.

Facilitation of the Community Liaison Committee will be provided by a third party agency selected by the City.

The Community Liaison Committee will advise and assist the City in fulfilling Council’s directions. Implementation decisions rest with the City.

Decision making of the Community Liaison Committee will be through a consensus-based approach. If consensus is not achieved, differing perspectives and viewpoints will be recorded and noted in the Committee’s minutes. Voting will not be used.

Any amendments to these Terms of Reference will be done in consultation with the Community Liaison Committee members.

Reporting to Council

The General Manager of Shelter, Support and Housing Administration and the Executive Director of Social Development, Finance and Administration will be required to report to Council at regular intervals. The work of the Community Liaison Committee will be included in these reports.

Freedom of Information and Protection of Privacy

The personal information provided through the Community Liaison Committee process will form part of the public record, as per the Freedom of Information and Protection of Privacy Act, and will not be protected from disclosure.
