The City of Toronto is planning improvements to the Bloor Street East streetscape from St. Paul’s Square to Parliament Street.
Recently, City staff recommended the Bloor Street East Streetscape & Resurfacing project include the reconstruction of the Bloor Street East and Parliament Street intersection. Benefits of reconstructing this intersection include:

If the Bloor Street East and Parliament Street intersection is not reconstructed in coordination with the Bloor Street East Streetscape Improvements, there may not be another opportunity to complete this work as part of a major capital project for another 15-20 years.
Deferring the Bloor Street East Streetscape Improvements project will provide the planning and design time necessary for these projects to be completed together. This will ensure the best value, best quality, and minimal disruption for the community. In the meantime, the City will carry out interim repairs to asphalt and concrete in November 2016 as part of the utility cut restoration program to address existing poor road and sidewalk conditions.
The goal of this project is to establish a consistent streetscape along Bloor Street, and improve user experience. The City is confident this will be achieved under the revised schedule. Once a delivery schedule has been confirmed, the project team will communicate a revised schedule and resume the public consultation process. The Bloor Street East Streetscape Improvements project has been deferred to 2022, subject to design, public consultation, and Council approval.
Bloor Street East, from St. Paul’s Square to Parliament Street (Wards 27 and 28), is scheduled for roadway asphalt resurfacing in 2017 as part of the Transportation Services Capital Plan. An opportunity has been identified to include streetscape improvements with the asphalt rehabilitation.Over the past year, the City has studied Bloor Street East to assess the existing conditions and identify potential for streetscape improvements. Improvements may include sidewalk repairs and upgrades, new tree planting and preservation of existing trees, additional seating and bicycle parking, improved signage, and providing for future bike lanes.This project will help to establish a consistent streetscape along Bloor Street, and strengthen connections to the neighbouring ravine.
The project team for the Bloor Street East Streetscape Improvements is working closely with the City’s Cycling Infrastructure & Programs Unit to coordinate cycling infrastructure along Bloor Street. The Cycling Infrastructure & Programs Unit is proposing a pilot project to install bike lanes on Bloor Street West between Shaw Street (east of Ossington Avenue) and Avenue Road.
