All road and sidewalk work on Wellington Street East has been completed. The new traffic light at Wellington Street East and Scott Street will be activated in the coming weeks.

 

The City of Toronto and Toronto Transit Commission are renewing aging streetcar tracks on Wellington Street East from Yonge Street to Church Street. Track renewal will also take place on Church Street South of King Street East to Wellington Street. This project includes streetscape improvements at the intersection of Wellington Street and Church Street and installation of a new traffic signal at Wellington Street East and Scott Street.

Work on this project started in March 2021 however due to several underground utility conflicts that were discovered during early stages of construction, the project was halted in June 2021 to address these conflicts. Work resumed on March 14, 2022. See Project History for more detailed information.

Construction Updates

 

As our Contractor demobilizes from the site by January 31, street parking will be reopened on Wellington Street East. All impacted sidewalks will be temporarily restored and reopened during the winter shut down.
Once construction resumes in the spring of 2023, any new parking restrictions or sidewalk closures on Wellington Street East due to construction will be reposted on the website and included in future construction updates.

Work Hours

Work will take place Monday to Friday from 7 a.m. to 9 p.m. and Saturdays or Sundays from 7 a.m. to 7 p.m. as required.

There will be periods of 24 hour operation during new TTC rail installation in June 2022.  Further notice will be provided prior to TTC rail installation starting.

Parking

Parking in the active work zone is not permitted as space is needed for construction equipment and materials. If your parked vehicle affects construction work, it will be relocated with no charge to the owner. If your vehicle is moved, please contact parking control for its location at 416-808-2222.

There will be no parking on Wellington Street East during construction. There will be times when on street parking on Front Street East near Market Street will be restricted due to ongoing construction activities. Affected properties will get additional parking information as work progresses.

Accessible Accommodation

The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. Additional Pedestrian Signage

During construction the City will be installing additional signage on Wellington Street East, Church Street and Front Street East to direct pedestrian traffic and inform the public that local business remain open during construction. Access ramps will be provided for impacted businesses along Wellington Street East during sidewalk construction.

Construction Liaison Committee

Throughout construction, the City will be meeting on a regular basis with affected groups adjacent to construction locations. The Construction Liaison Committee (CLC) is an advisory committee and not a formal commenting or decision-making body of the City of Toronto. The purpose of the CLC is to provide community input and advice to City staff regarding construction. The CLC is comprised of the following local interests:

  • Business Improvement Area (BIA)
  • Resident’s Associations
  • Community/Park Organizations
  • Neighbouring Multi-Unit Residential Properties
  • Commercial Property Managers
  • Ward Councillor
  • City of Toronto staff
  • TTC Community Liaison staff

As mentioned in the project description on the front page, this project was halted last June 2021 due to the discovery of several underground conflicts that were found in the early stages of construction. Throughout the fall of 2021 and the early months of 2022 the City has worked with our project partners to resolve all underground conflicts and are now confident to move forward with construction.

September 2021 Project Update

During the construction shut down City Staff provided an update In September of 2021 to the Infrastructure and Environment Committee at its September 14 meeting, regarding the work on Wellington Street East. The report identifies the outstanding work to complete, including a timeline and potential options to accelerate outstanding work ahead of June 2022.
