Toronto City Council approved the Open Door Affordable Housing Program in 2016 to accelerate affordable housing construction by providing City financial contributions including capital funding and fees and property tax relief, fast-tracking planning approvals, and activating surplus public land.

The Open Door Program is designed to assist the City in achieving the goals of its Housing TO 2020-2030 Action Plan. The Action Plan sets targets for the approval of 40,000 new affordable rental homes and 4,000 new affordable ownership homes by 2030.

A report recommending changes to the Open Door program will go to Council in Fall 2023. Program revisions are necessary due to challenging market conditions and the introduction of the Province’s Bill 23, More Homes Built Faster. As a result, the City will not be issuing a call for applications at this time, but will continue to advance and support projects on a case-by-case basis in the interim.

City Council adopted the Open Door Program directions in December, 2015 to improve the City’s capacity to work with non-profit and private-housing sectors to create affordable housing at a faster pace.
