About This Compact Disc
The Terms of Reference of the two City of Toronto Inquiries - The Toronto Computer Leasing
Inquiry and the Toronto External Contracts Inquiry - require the Commissioner,
the Honourable Madam Justice Denise Bellamy, to make recommendations to improve City government.
To that end, from January 19 to February 5, 2004, the Commissioner conducted a Good Government
Phase in which she held public hearings on important topics such as ethics, lobbying,
procurement, and municipal governance.
These topics, which were addressed in background papers and exhibits and examined by over
forty presenters with experience in issues important to municipal government, are assembled
on this Compact Disc for easy access. It is not an interim report and it does not contain
recommendations or observations by the Commissioner. These will be contained in the
Commissioner's report at the end of the two Inquiries.
This CD is being sent to the Mayor, members of City Council,
City officials and other parties interested in good municipal government.
