What were the inquiries?

The Toronto Computer Leasing Inquiry (TCLI) and the Toronto External Contracts Inquiry (TECI) are independent judicial inquiries, established by the Toronto City Council.

Madam Justice Denise Bellamy of the Superior Court of Justice has been appointed Commissioner.

The Toronto Computer Leasing Inquiry was established by the Toronto City Council in February, 2002. On October 1, the Council voted to expand the Inquiry's mandate. The expansion of this mandate produced independent terms of reference for an inquiry to be known as the Toronto External Contracts Inquiry.


What were the inquiries looking into?

TCLI's manadate was to inquire into all aspects of leasing contracts for computers and related software between the City of Toronto and MFP Financial Services and between the City of Toronto and Oracle. The Commissioner was asked to inquire into the history of the contracts and their impact on the ratepayers of Toronto.

TECI's mandate was to investigate a number of issues related to consultants retained by the City of Toronto and the former City of North York, and the purchase of computer hardware that subsequently formed the basis for the computer leasing Request For Quotations (tender) that was the subject of TCLI. The consulting agreements that were reviewed by the Commission concern the creation and implementation of the tax system of the former City of North York ("TMACS"), the amalgamated City of Toronto's selection of TMACS, the development and/or implementation of TMACS at the amalgamated City of Toronto, as well as the selection of Ball HSU & Associates Inc. to provide consulting services.

What is a Public inquiry?

A public inquiry investigates and reports on matters of substantial public interest to a community. It is not a trial. No one is charged with any criminal offence, nor is anyone being sued.


Where and when were the hearings being held?

The hearings for both inquiries were held at the East York Community Centre, 850 Coxwell Avenue. They have now been completed.


What will be the result of this Inquiry?

At the end of both inquiries, Madam Justice Bellamy, the Commissioner, wrote a report that was given to Toronto City Council and made public on September 12, 2005. The report contains her findings and recommendations. It is up to City Council to act on the recommendations. It is available on this web page.
