Animal Services Shelters

Animal Services Shelters are open to the public by appointment only for emergencies, adoption, pet redemption, pet surrender and fostering. Please call 416-338-PAWS during the hours of 10:30 a.m. – 6:30 p.m. to make an appointment.

Continuing Services

Mail, telephone and online pet licensing.

Spay-neuter services at stationary clinics have reopened to the public for owned pets and feral cats on a limited basis. COVID-19 protocols are in place to keep staff and the public safe. The SNYP (Spay Neuter Your Pet) Mobile Clinic Program has also resumed.

Animal related bylaw enforcement between the hours of 8:30 a.m. and 6:30 p.m.

Emergency Services between 6 a.m. – 1 a.m., 7 days a week, which includes:

  • responding to calls about sick or injured animals and animals threatening public safety
  • stray dog pickup
  • cadaver pickup – please note emergencies to respond to live animals in distress are prioritized

Support for pet owners who are experiencing hardship and struggling to care and provide necessities for their pets due to COVID-19.

Continuing Services

Emergency bylaw enforcement is done in response to emergency orders and unsafe conditions, including:

  • no heat
  • no vital services (hydro, gas and water)
  • boarding of unsafe vacant properties
  • abandoned appliances creating an unsafe condition
  • hate graffiti and conditions related to property maintenance that pose an immediate threat to health and safety.

Enforcement continues for non-emergency bylaws. This includes service requests related to:

  • noise
  • long grass and weeds
  • dogs off-leash
  • littering and dumping of residential and commercial waste
  • remedial action or clean-up on private property
  • public spaces
  • fences
  • zoning bylaw contraventions
  • illegal postering
  • business licensing

City-operated Child Care

Note: child care programs not operated by the City will contact families as they resume child care services.

Child Care Fee Subsidy

  • Toronto Children’s Services – Clients will only be seen by appointment, at the North District office location.
  • Families must use My Child Care Account to upload documents and check the status of their fee subsidy online. Documents must not be mailed or delivered to the office.
  • Families may call 416-338-8888 for all child care fee subsidy inquiries or assistance with setting up a My Child Care Account.

EarlyON Child and Family Centres

EarlyON Child and Family Centres in Toronto are delivering indoor, outdoor and virtual programs.

Overall, planned construction is making repairs to Toronto’s major and local roads, sidewalks and cycling infrastructure, improving public transit infrastructure, replacing and rehabilitating watermains and sewers, and building and improving major water infrastructure that will help improve Toronto’s waterways and stormwater systems.

COVID-19 Health & Safety

City of Toronto contractors must continue to abide by the Occupational Health and Safety Act and adhere to guidelines issued by public health authorities and the Ministry of Labour, Training & Skills Development to help stop the spread of COVID-19 and ensure the safest possible environment for construction workers.

Metro Hall

Employment and Social Services offices will remain open at Metro Hall and continue to provide ongoing services. The Metro Hall Early Learning & Child Care Centre will continue operation as well. For in-person counter services, Metro Hall will remain closed to the public at this time.

The Ontario Court of Justice (OCJ) has issued a number of notices in response to the COVID-19 pandemic. This information is in response to ensuring the safety and well-being of all participants and the public at large while continuing to provide access to justice. Elections staff continue to respond to inquiries at elections@toronto.ca. or call 3-1-1.

Elections offices at City Hall and 89 Northline Rd. remain closed until further notice, with the exception of requirements under the Municipal Elections Act, 1996 for candidates, third party advertisers and the certification of Voting Proxy Appointments. These services will be provided at 89 Northline Rd.

Election Services is adhering to health protocols.

Emergency Operations Centre

The City’s Emergency Operations Centre (EOC) is in a Level Three activation in response to COVID-19.

The EOC is charged with planning and executing a City-wide operational response that ensures continuity of critical services as the public health situation in Toronto evolves. The response is led by Fire Chief and General Manager of the Office of Emergency Management Matthew Pegg and Medical Officer of Health Dr. Eileen de Villa. The EOC is staffed by key managers and staff from all City divisions and agencies and is now situated within the Office of Emergency Management.

Police

Emergency calls (involving an immediate threat to life or property) are being responded to. Non-emergency incidents can be reported to ‪416-808-2222 or using the online reporting system.

Vision Zero

The Toronto Police Service continues to proactively enforce traffic laws in high-collision areas. Officers from the Toronto Police Service’s Vision Zero Enforcement Team are rotating in daily shifts across the city and patrolling for motorists who are speeding or stunt driving. All red light cameras in the city are active and tickets are being issued to motorists who disobey traffic signals.

Frauds & Scams

Please be extra vigilant when it comes to those trying to sell or provide products or services associated to COVID-19. If you believe that you have been approached or contacted by someone who is misrepresenting themselves in an effort sell goods or services report it to police online.

Eligible Ontario Works Clients will continue to receive their monthly payments via direct bank deposit, payment cards or mailed cheques.

Outdoor Major Events & Permits

As vaccination rates continue to increase, more public events in streets, parks, municipal buildings and other City-operated spaces are becoming possible. Event organizers looking for permits should contact the appropriate City permitting division to discuss and make application submissions where allowed. Flag Raisings

Flag raisings will continue on the City Hall courtesy flag pole without a ceremony. Flag raising ceremonies at other civic buildings are suspended.

Tours

All study tours are suspended.

You can make Freedom of Information request by mail or online submission. In-person meetings are suspended.

  • Collection of garbageBlue Bin (recycling), Green Bin (organics), yard waste is taking place as regularly scheduled. All material placed in garbage bins should be bagged.
  • Toxic Taxi is picking up Household Hazardous Waste. Call 3-1-1 to make an appointment.
  • To request a bin exchange, new bin, additional bin or bin repair, please call 3-1-1.

Instructions for Excess Waste

  • Any excess recycling should be placed in a large clear bag beside your Blue Bin. Recycling that is placed in black bags or bags that are not clear will be considered garbage. Excess cardboard should be flattened, cut into small pieces and bundled with string or twine.
  • Excess organics should be put in a clear bag and set out beside your Green Bin.
  • Garbage Tags are still required for excess garbage/bag-only collection and can be bought online and mailed to your home.

Drop-off Depots

  • All Drop-Off Depot locations have reopened to the public.
  • A mask or face covering must be worn when visiting a Drop-Off Depot. Those exempt from wearing a mask/face covering, must schedule their time of arrival. This can be done by calling 311 to be transferred to a Drop-Off Depot to book a time.
  • Cash is not accepted at any Drop-Off Depots, payment must be made via debit or credit card.

Important Note About Donations

Due to COVID-19, not all organizations are accepting donations of clothing and other items at this time. Please check with organizations before dropping off items and do not dump items outside of donation bins or put clothing in the Blue Bin recycling.

The City has developed a three tier approach to strengthening prevention against COVID-19 in the emergency shelter system. These tiers are prevention, mitigation, and recovery.

The City has rapidly implemented this plan, mobilizing response on an urgent basis, to be as prepared and stay one step ahead of a very rapidly evolving situation. The City is taking these steps because we know that many people experiencing homelessness have underlying chronic medical conditions that increase their risk from COVID-19 and this is a particularly vulnerable population.

COVID-19 Shelter Interim Recovery Strategy

In June, the City of Toronto and the United Way Greater Toronto launched a new task force of key homelessness sector stakeholders to identify the actions needed over the next 6-12 months to ensure the shelter system is prepared to respond to a resurgence of COVID-19 and begin planning for recovery.

Stakeholders included community providers, Indigenous communities, heath sector and regional municipal partners, and the public.

Stakeholders discussed the actions needed in the next phase of the COVID-19 response in Toronto’s shelter system. Discussions were organized around three key themes

  • health sector integration and infection prevention,
  • housing opportunities and strategies,
  • and shelter capacity.

The Task Force Report helped to inform the City’s Interim Shelter Recovery and Infrastructure Implementation Plan.

Enhanced Health Safety in Shelters

In response to the COVID-19 pandemic, the City has implemented a number of measures to protect people in the shelter system. This includes:

  • regular communications with homelessness sector partners to share current status of response and latest guidance through regular webinars and a dedicated web page on the City’s website
  • encouraging physical distancing in all areas of the shelter, including washrooms, dining and common areas
  • ensuring physical distancing of at least two metres laterally between beds in order to meet the City’s shelter standards directive, which is based on Ministry of Health guidance for congregate living settings during the pandemic
  • ensure the mandatory use of masks for staff throughout shifts and directive for mandatory masks or face coverings for clients in all common areas
  • symptom screening at all points of entry into the shelter system and active daily screening and monitoring of all clients and staff for COVID-19 symptoms
  • transporting clients with symptoms to provincial assessment sites for testing
  • when directed by TPH, SSHA works in partnership with testing partners and Ontario Health to do site-wide testing at shelter sites
  • providing ongoing isolation and recovery sites with supports for clients who await test results or test positive to recover
  • increased infection control and prevention (IPAC) activities including enhanced cleaning protocols at all shelter sites
  • we continue to distribute 100,000 pieces of personal protective equipment (PPE) weekly, including medical masks for use by staff. The City’s also provided $6.1 in funding for PPE, IPAC and staff wages for partner agencies
  • encouraging healthy habits such as hand washing and covering coughs or sneezing into an elbow or tissue
  • conducting ongoing quality assurance site visits to all locations to confirm compliance with IPAC measures and provide direction for remediation where required

Emergency Shelter

City-administered shelters, 24-hour respite sites and 24-hour women’s drop-ins are open and services continue to be available for people experiencing homelessness.

Since the start of the pandemic, the City’s opened 40 new, temporary shelter locations to create physical distancing in the shelter system and provide spaces for people to move indoor from encampments. Currently, at least 25 new locations are active, providing around 2,600 spaces in new temporary shelters and hotel programs. The City of Toronto and its partners operate 75 base shelters and 24-hour respite sites in addition to the temporary shelter locations.

The City has a series of client supports in place in shelters and hotel programs, including:

  • clients will be assigned an Intensive Case Management Worker and a Housing Help Worker to work with them on developing a permanent housing plan and a plan to obtain personal documents, a local primary care physician, employment, etc.
  • all meals provided onsite
  • recreational and social engagement programming
  • partners and external agencies provide a number of mental and physical health supports
  • harm reduction supports

Streets to Homes Outreach

Streets to Homes outreach workers continue to proactively connect with people staying outdoors to provide support and appropriate referrals. Staff are focused on the safety of those in encampments living outdoors.

On April 29, the City’s shelter division’s Streets to Homes outreach team with other divisions and community partners started moving clients who sleep outdoors into up 125 furnished, interim housing units.

Callers are asked to provide details on their current health and recent travel history in order to match them with the appropriate and safest available location.

Housing Support

The Access to Housing office is closed for in-person visits.

Torontonians can submit Rent-Geared-to-Income Subsidy applications by fax, online or by mail. They can also contact a Housing Help Centre for support. Please contact Housing Help Centres to confirm hours and in-person services available as organizations may have changed how they are providing services.

The Canada-Ontario Housing Benefit is a new funding program providing eligible households with a Portable Housing Benefit to help with rental costs. The City of Toronto and Community Partners will contact eligible applicants about the availability of benefits.

Information for Social & Affordable Housing Providers

On March 24, the City issued direction to more than 200 social and affordable housing providers to work with households whose income is affected due to COVID-19 and discontinue eviction-related processes.

Rapid Housing Access Initiative with the Toronto Community Housing Corporation

The City is working with the Toronto Community Housing Corporation (TCHC) on the Rapid Housing Access Initiative to identify vacancies that can be made available immediately to people currently in the shelter system. These TCHC units will be prioritized to those vulnerable to COVID-19, particularly seniors, who are living in the emergency shelter system and referrals will be made through the Coordinated Access System.

Business Licensing & Permits

The Licence & Permit Issuing Office at the East York Civic Centre is open for the services below. Please note: You must book an appointment online prior to attending. Appointments can be booked between 8:30 a.m. and 4 p.m. for:

Businesses who wish to save time can apply for a licence and/or permit from the City of Toronto via the Business Licences & Permits Online Application.

Existing licensees must renew their licences via the Business Licence & Permit Renewal form. Both licence application and renewal fees can be paid online or by sending a cheque.

Event Permits

As vaccination rates continue to increase and more public events become possible, those City divisions that directly permit large public events in streets, parks, municipal buildings and other City-operated spaces, will be working to clarify the timelines and processes by which they will return to issuing permits. Event organizers with questions should contact the permitting division in question directly for the most up-to-date information. Read more information about events.

Farmers Market Permits

Permits for farmers markets are being issued with guidelines recommended by Toronto Public Health. Please check with your local farmer’s market organizers to learn more about their operations.

Film Permits

Permits will be issued in compliance with health and safety guidelines. Permit requests are submitted through FilmPal, and office staff are available remotely to provide information and guidance on preparation and production matters.

Licence to Serve Alcohol

The City is processing liquor licences.

Lottery Licences

Application for a lottery licence or permit and event-specific report forms can be submitted by email or mail. They can also be submitted in-person at the East York Civic Centre by appointment only (walk-ins will not be accepted). Outdoor Fitness Class Permits – Free

The City continues to waive permit fees for businesses providing outdoor fitness programs in City parks and greenspaces until December 31, 2021.

Free commercial permits are available for private businesses who want to offer outdoor fitness classes in parks spaces, weather permitting. Permit holders must comply with current provincial restrictions (including gathering limits), restrictions around amplified sound, and health and safety guidelines.

Right of Way Permits

Short-Term Rentals

Toronto is in Step Three of the Province’s Roadmap to Reopen. Short-term rentals are permitted to operate. Any indoor fitness centres or other indoor recreational facilities must be in compliance with section 16 of O. Reg. 364/20.

In Toronto, all short-term rentals must comply with the Licensing and Registration of Short-Term Rentals By-law. Short-term rental operators (people renting their homes or rooms for a period of less than 28 consecutive days) must register with the City in order to operate in Toronto. Trade Licence

All trade licensing activities are suspended.

Tree Removal or Injury Permit

Applications continue to be reviewed and the City is processing permits, exception requests and payments. Contact your district office by email to make payment arrangements. Applications and exception requests can also be submitted by mail.

Vehicle-For-Hire Licences

Applications for new vehicle-for-hire and tow truck licences need to be submitted online via the Business Licences & Permits Online Application.

Existing licensees must renew their licences via the Business Licence & Permit Renewal form. Both licence application and renewal fees can be paid online or by sending a cheque.

Plate pick up and drop off for taxicabs, tow trucks and limousines can be done at the East York Civic Centre; however, you must book an appointment to do this. Appointments can be booked between 8:30 a.m. and 4 p.m. via the City’s online booking system.

The Museum Shop Online is open for curbside pick-up and delivery.

City-operated museums, including the Market Gallery, are beginning to re-open and offer guided tours and some activities.

Etobicoke Civic Centre Gallery is closed.

Additional market opening dates will be determined by the capacity of organizers to comply with Farmers & Fresh Food Markets Reopening information and the required permitting process. The City will prioritize areas of the city that face food insecurity.

Organizers are encouraged to contact their relevant City permitting bodies. Based on individual market site restrictions, City permitting divisions may have additional recommendations and heightened requirements where appropriate.

St. Lawrence Market

The St. Lawrence Market South (main) Market building at 91-95 Front Street East and Saturday Farmers Market at 125 The Esplanade are open for in-person shopping. The seasonal outdoor area of the Saturday Farmers Market is open until November 2021.

Customers are reminded to keep physical distance and wear their mask in all areas of the St. Lawrence Market Complex including while waiting in line.

The Market is a public food market that includes essential food retail and restaurants open for take-out and delivery.

COVID-19 Precautions While Shopping at the Market

St. Lawrence Market continues to operate with extensive COVID-19 precautions, including mandatory masks in all areas, enhanced sanitization, entrance and capacity management to ensure customers have space to keep physical distance. Dining is not permitted inside but is permitted outside on the picnic tables.

When shopping at the Market follow these guidelines to do so safely.

The Market will make best efforts to have a list of stores or stalls with the following types of shopping options:

  • Advanced email or phone orders

Parking Enforcement

Toronto Police Service has resumed routine enforcement of on-street parking regulations, including residential on-street parking, overtime violations such as three-hour by-law and posted time limits, residential change-over parking regulations, and on-street pay and display violations.

Enforcement of rush hour route offences/regulations will continue under police discretion.

Parking Violation Notices

Parking violation operations, including issuing tickets, payment processing, and the electronic dispute process, continues.

Parking violation payments must be paid by the deadline noted on the ticket. Payments can be made online, by mail, and at select service counters.

All in-person Administrative Penalties Offices are closed. Parking violations can be disputed online and the APS Inquiry line 416-396-4APS(4277) and apsinquiry@toronto.ca are being monitored.

Parking Permits

The City of Toronto maintains over 1,500 parks and ravines that are safe places for residents to enjoy the outdoors and natural environment during COVID-19. Toronto has much to offer, including:

  • Walk, run or bike in parks and ravine green spaces, following the designated trails and boardwalks
  • Use playgrounds and play structures
    • Outdoor playgrounds are not sanitized
  • Use a picnic table or picnic shelter
  • Visit an off-leash area with your dog
  • Use park washrooms

Conservatories

The Allan Gardens and Centennial Park conservatories are open for visitors. Allan Gardens Conservatory is not yet accepting permits or bookings. Visitors must comply with COVID-19 safety protocols including wearing a cloth mask or face covering, limited capacity and physical distancing.

Community and Allotment Gardens

The City’s community gardens and allotment gardens are open for the season until November 15.

Guidelines for the use of the City’s community and allotment gardens have been developed and include information about infection prevention and control measures, physical distancing requirements, as well as the cleaning and disinfection of commonly used equipment and surfaces. All participants are required to sign a Toronto Public Health Community and Allotment Gardens Declaration. Allotment garden permit holders must also keep a log of all garden visits for contact tracing, if needed.

The City is not accepting in-person pre-payment of the Municipal Land Transfer Tax (MLTT).

Association of Community Centres (AOCCs)

Some community centres funded by the City of Toronto are run by volunteer Boards or Committees of Management, which employ their own staff. Visit the centre’s website to learn about service changes and hours.

The following health services will be suspended:

  • All services provided by Vulnerable Adults and Seniors(VAS) team, and Investing In Families (IIF) public health nurses
  • Child development screening events
  • Universal post-partum calls to new parents or caregivers
  • Healthiest Babies Possible Program
  • Dental outreach programs
  • Dental and Oral Health Screening in Schools
  • Sexual health clinics (Talk Shop, Jane Street)
  • Community and school-based health promotion program (e.g., education and health promotion programs in schools and community agencies), including acceptance of referrals or requests for these services
  • Some breastfeeding clinics are closed. Visit the breastfeeding clinics link for details
  • ChemTRAC: businesses are still encouraged to submit their annual reports for the 2019 reporting year. Reports will be accepted after the reporting deadline of June 30.
  • Special event food safety review and monitoring, Food Handler Certification Program registration, training and certification, and consumer food safety education programs
  • Water sampling kit pick-up and drop-off for lead or well water.
  • Complaint response to smoking or vaping in any location, including:
    • bars
    • restaurants
    • public squares
    • apartments and condominiums
  • Receiving of bed bug and other insects, such as ticks for identification and submission
  • Tick surveillance, which includes ticks submitted by the public for identification and tick dragging where staff look for ticks in parks/ravines
  • Issuing of Municipal Clearance Letters for special event food safety review and monitoring, and training and public education programs
  • Routine inspections of pools and spas
  • Routine inspections of personal services settings
  • Liaison Public Health Nurses are unable to respond to service requests from schools for support with curriculum materials, services or non COVID-19 programming information
  • Provision of scientific and technical environmental reviews such as demolition permits, air and water quality

Critical Toronto Water operations continue uninterrupted and include:

  • providing safe drinking water
  • safe collection and treatment of wastewater
  • stormwater management

Toronto Water is an essential service for Toronto’s residents and businesses. Toronto’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of Toronto Public Health, the Province of Ontario and Government of Canada.

Toronto Water continues to provide emergency repairs and response, including emergency watermain break repairs, and critical construction projects related to water and wastewater infrastructure.

Some customer service and public education activities, including the HTO To Go Water Trailer, are suspended until further notice.

Lead Testing for Residents

Toronto Transit Commission (TTC)

TTC services continue to be available.

Wheel-Trans

Wheel-Trans customers are asked to only book essential trips at this time. Customers booking a trip to a hospital or COVID-19 assessment centre must call the Wheel-Trans Reservations Line at 416-393-4222 as these trips cannot be booked online.

Non-Wheel-Trans customers and local social work organizations are responsible for providing their own transportation to COVID-19 assessment centres. Please do not call Wheel-Trans. It is critical that the reservations line remain open for customers who may not have any other transportation option.

Wheel-Trans is transporting Toronto Community Housing and City shelter clients to assessment and isolation centres. These trips are not booked through the reservations line.

Marriage Licence Service

Couples are advised to review their wedding plans considering reduced attendance limits and closures of event spaces. Marriage licences are only good for 90 days from date of issue and are non-refundable. Only those who need to marry urgently or have firm plans for an upcoming date should seek a licence at this time.

The City is issuing marriage licences by appointment only. Toronto residents who wish to apply for a marriage licence can book an appointment online and must complete their application three days before their appointment. Appointments will take place at the North York Civic Centre.

Registry services counters at the City Clerk’s Office at City Hall and the Etobicoke and Scarborough Civic Centres are closed.

City Hall and civic centres are open for select in-person services.

Wedding Chambers

The wedding chambers at North York, Scarborough and York Civic Centre are closed. New bookings are suspended.

Other Locations

Event permits for City facilities, including civic centres, recreation facilities, and parks are cancelled.
