On March 23, Mayor John Tory declared an Emergency in the city of Toronto. The declaration of a municipal emergency is part of the City of Toronto’s ongoing efforts to stop the spread of COVID-19 and will ensure the municipal government can continue to act and respond quickly to the pandemic and any other events that arise in the weeks ahead.

Based on recommendations from Toronto’s Medical Officer of Health, Dr. Eileen de Villa, the City of Toronto has cancelled most City-operated programs and closed a number of City facilities.

The City remains prepared to respond to emergencies. Emergency response by Toronto Police, Fire Services, and Paramedic Services is not impacted.

311 is available 24/7 by telephone for essential service inquiries and service requests.

Animal Services Shelters

Animal Services Shelters are closed to the public and only available by appointment for emergencies, adoption, pet redemption and fostering during the hours of 12 p.m. (noon) to 4 p.m. Please call:

All Shelters will have minimal staffing to care for animals.

Continuing Services

Emergency Animal Services field operations that will continue between the hours of 7 a.m. and 12 a.m.(midnight) include:

  • responding to calls about sick or injured animals and animals threatening public safety
  • stray dog pickup
  • dog bite investigations (will proceed remotely)
  • cadaver pickup (only if an emergency). Residents are advised to bag cadavers on their property and put in their garbage for collection
    • Large animal cadavers will be dealt with as an emergency service

Online pet licensing continues.

Suspended Services

The following programs are cancelled:

  • SNYP Truck spay and neuter services
  • Chip Truck microchip and rabies vaccine services
  • In-person, by mail and telephone pet licensing
  • Education and outreach programs
  • All non-emergency animal related bylaw enforcement, including muzzle order tribunal hearings, public Spay/Neuter clinics and trap-neuter-return program for feral cats.

Dangerous Dog Review Tribunal hearings are suspended.

Emergency bylaw enforcement and investigation services continue for emergency orders and in response to unsafe conditions, including:

  • no heat
  • no vital services (hydro, gas and water)
  • boarding of unsafe vacant properties
  • abandoned appliances creating an unsafe condition
  • hate graffiti and conditions related to property maintenance that pose an immediate threat to health and safety.

The processing of permits and Property Standards Tribunal and Rooming House Licensing hearings are suspended.

The issuance of a building permit by Toronto Building does not relieve the permit holder of the need to determine whether the construction is permitted to proceed in accordance with O.Reg 82/20 as amended.

Please be advised that conditional permit applications may be processed, but not be issued for construction activity that is not permitted in accordance with O.Reg 82/20, as amended. Please contact the appropriate plan review manager before submitting a conditional permit application.

  • All City-operated child care centres (Toronto Early Learning and Child Care Services) are closed, except for those approved by the Province of Ontario to open to provide licensed child care for the children of essential and critical service workers.

  • All community-based child care centres in the City of Toronto are closed by order from the Provincial Minister of Health
  • Home Child Care Agencies that have a service agreement with the City of Toronto are closed
  • Toronto Early Learning & Child Care Services (TELCCS): Online full fee applications are suspended
  • All EarlyON Child and Family Centres in the City of Toronto are closed by order from the Provincial Minister of Health
  • Two Expressions of Interest for EarlyON Child & Family Centres are suspended
  • All Children’s Services district offices are closed. Fee subsidy clients are redirected to the online My Child Care Account.
  • Every Child Belongs services are suspended
  • Payments for fee subsidies as well as response to emergency issues will continue. Payments and billings for TELCCS families are suspended
  • Child care centre Assessment for Quality Improvement (AQI) assessments are suspended
  • All professional learning sessions are cancelled

As indicated on the list of essential workplaces issued by the Province of Ontario, City-led infrastructure construction has been deemed essential and will proceed for important City water and transportation infrastructure, as well as City facilities including parks and recreation facilities.

This construction is essential to ensure the City’s infrastructure and facilities remain safe, in a state of good repair and able to meet Toronto’s needs.

City of Toronto contractors must continue to abide by the Occupational Health and Safety Act and adhere to guidelines issued by public health authorities and the Ministry of Labour, Training & Skills Development to help stop the spread of COVID-19.

Current Services

  • Limited reviews of planning applications received on or before March 16
  • Prioritizing:
    • The review of applications that have cleared any Council-related approval and are proceeding through final technical clearances (e.g. site plan approval).
    • Development projects close to occupancy (e.g. draft plans of condominium clearances and registrations).
  • Working with applicants’ solicitors to register agreements where the agreements can be finalized.
  • Committee of Adjustment decision appeals will be accepted electronically. Note: the Province has suspended deadlines for submitting appeals, retroactive to March 16.
    • Should you still wish to submit an appeal it can be done via email.
      • Please send the appeal to both the general email address and the Manager & Deputy Secretary-Treasurer for your district as found on the the Committee of Adjustment web page.
    • Fee payments will be collected after regular service delivery resumes.
  • Limited review of Heritage Planning applications received on or before March 16.

Payment & Enquiry Counters

Payment and Enquiry counters for property tax, utilities and parking tickets are closed.

All City Council, committee, board and tribunal meetings are cancelled. The Mayor can call a special meeting of City Council to discuss urgent business if required.

All Provincial Offences Act matters (e.g., traffic tickets and offences under provincial legislation) scheduled until May 29, 2020 will be rescheduled. Parties and witnesses do not need to attend court. Notice of a new court date will be sent to individuals by mail to the address on file with the court

All Provincial Offences Act (POA) matters scheduled from Monday, March 16, 2020 through to and including Friday, May 29, 2020 will be adjourned and rescheduled to a later date. If you have a matter scheduled during this time, are a witness or an interpreter, you do not need to attend court. This applies to all POA courts in Ontario. Notice of a new court date will be sent to individuals by mail to the address on file with the court.

All Provincial Offences courtrooms, public counters, email and call centre services are closed. City of Toronto POA intake services are closed. Urgent intake matters are directed to the Criminal Intake court located at Old City Hall, 60 Queen St. W.

Provincial Offences court applications and payments can be submitted by regular mail. All online services remain available to the public – access to court forms; making a payment and looking up your court case status.

If you wish to request an early resolution meeting with the prosecutor, you can register your request through our Court Case Look Up system.

If you wish to request a trial, all time limits are extended. Please hold onto your ticket and follow these pages for updates on services provided by Court Services. When our public counters reopen, you can attend the court location on your ticket to file a request for trial.

Toronto Local Appeal Body and Administrative Penalty Tribunal public offices are closed at 40 Orchard View Blvd. All hearings are postponed to a future date and a notice of the new hearing date will be provided by the tribunal at a future date.

The Toronto Licensing Tribunal office is closed. All in-person hearings are postponed to a future date and notice of the new date will be provided by the tribunal.

All public meetings of Tribunals are cancelled. Notice of cancellation will be provided 24 hours prior to the scheduled start of the meeting.

Additional Information: 

  • At this time, Toronto Court Services will not be responding to email or answering phone calls. Tribunal Offices will be responding to requests by email only (more info below). Please contact 311 for more information about our ongoing service status.
  • In addition to receiving a new notice of trial in the mail, if you were served with a summons to appear in court you will receive a new court date in the mail at the address on file with the court. 
  • You can mail in a completed fine extension application, reopening application or court motion to the corresponding court location listed on your notice. You can also continue to mail in your Offence Notice when selecting the Early Resolution option. All of these applications and options are available online. For a reopening application you must have your affidavit affirmed by a commissioner for taking affidavits.
  • All legislative timelines for tickets that have not expired prior to March 15, 2020 have been extended. If your ticket is outside the 15 days, you may wish to check online using our Court Case Look Up platform for the status of your ticket.


  • Tribunals have postponed in-person hearings between March 16, 2020 and May 29, 2020 to a future date. Individuals affected will be notified via email with a Notice of Postponement. The process of rescheduling hearings to the next available hearing dates will occur at a future date still to be determined. Please contact the Tribunal office for case specific information and requests.
  • All tribunal offices are closed until further notice but may be reached by email at Administrative Penalty Tribunal (, Toronto Local Appeal Body (, Toronto Licencing Tribunal (
  • For the Toronto Local Appeal Body (TLAB) all filing due dates have been suspended. This includes all timelines established by TLAB’s Rules, Notices and procedural orders that fall between March 16, 2020 and May 29, 2020. This means, if your appeal involved a direction that prescribes timelines related to filings, the exchange of witness statements, meeting of experts, or similar directions, these timelines are now suspended.
  • For the Administrative Penalty Tribunal you can file your Request for Hearing, Change of Hearing Date or file a Motion to Set Aside a Decision online by sending a completed form to
  • Postponements will not affect your licence plate status until a Hearing Officer makes a decision on your rescheduled hearing date.
  • The Notice of Postponement is a tribunal directed change of hearing date. If you do not attend the date on your Notice, a non-appearance fee will not apply.
  • You can pay your ticket even if your hearing has been postponed online, which will result in the cancellation of your hearing date.

Court Transcripts

  • Ordering new court transcripts for Toronto Provincial Offences Act cases is not possible at the present time.
  • If the transcript vendor you have placed your order with has already been given the court audio, you should be able to receive your completed transcript.
  • Please contact the vendor to confirm the status of your order.

Emergency response by Toronto Fire Services, Toronto Police Service and Toronto Paramedic Services will not be impacted.

Emergency Operations Centre

The City’s Emergency Operations Centre (EOC) is in a Level Three activation in response to COVID-19.

The EOC is charged with planning and executing a City-wide operational response that ensures continuity of critical services as the public health situation in Toronto evolves. The response is led by Fire Chief and General Manager of the Office of Emergency Management Matthew Pegg and Medical Officer of Health Dr. Eileen de Villa. The EOC is staffed by key managers and staff from all City divisions and agencies and is now situated within the Office of Emergency Management.

Applications for Ontario Works financial assistance will continue online and through the City’s Application and Support Centre from Monday to Friday between 8:30 a.m. and 5 p.m. The Application and Support Centre will be accessible by phone only:

All mass events and meetings are cancelled until June 30. This includes:

  • City-led major mass participation events, festivals, conferences and cultural programs
  • Permits for major mass participation events organized by external groups at civic centres and squares, parks, public spaces (including road closures), City-operated museums and cultural centres

The end date for the cancellation period will be reviewed every two weeks and may be extended.

The City is committed to working with event organizers to mitigate the impacts of these cancellations and to determine potential future dates once the public health crisis is contained and economic recovery efforts are underway.

Event Permits

No new permits will be issued until there is further direction on mass gatherings from Toronto’s Medical Officer of Health.

Flag Raisings

All flag raising ceremonies at civic buildings and issuing of ceremonial documents will be suspended.

Toronto Sign

The Toronto Sign will remain blue in support of frontline healthcare workers and all City of Toronto workers fighting COVID-19. During commemorative lightings the sign will alternate between the two colours. Lighting requests can be submitted by email to


All study tours will be cancelled and the issuing of ceremonial documents, including proclamations, congratulatory scrolls and letters of greeting.

  • Collection of garbageBlue Bin (recycling), Green Bin (organics), and oversized and metal items is not impacted and will continue as scheduled.
    • Waste collection on Good Friday (April 10) will take place as scheduled.
  • All personal hygiene/sanitary products, including tissues, wipes, masks and gloves should be disposed of in the garbage.
  • Diapers can continue to be disposed of in the Green Bin.
  • All material placed in garbage bins should be bagged, specifically cleaning products such as wipes, tissues/napkins and other sanitary/hygiene products.
  • Only place bins out for collection if they are full and refrain from putting out any unnecessary waste (e.g. items from spring cleaning).
  • Garbage Tags are still required for excess garbage/bag-only collection and can be bought online and mailed to your home. Requiring tags allows the City to manage waste volumes and maintain its current level of waste collection.

Yard Waste

  • The City will resume yard waste collection for a period of two weeks from Monday, April 6 to Friday, April 17.
  • Residents are asked to put their yard waste out before 7 a.m. on their regularly scheduled garbage/yard waste collection day.
  • Please be patient as crews make their way across the city. If your yard waste is not picked up the day you put it out, please just leave it out and do not call 311 to report a missed collection.
  • To ensure health and safety, please only use yard waste bags, not open-top containers.
  • The start of seasonal yard waste collection was suspended as part of the City’s COVID-19 response to ensure staffing levels to continue the core collection of garbage, Blue Bin (recycling) and Green Bin (organics).
  • After the two-week period of yard waste pickup, the City will assess if it can continue to maintain the service.

Suspended Services

To ensure health and safety, support the continued functioning of Solid Waste Management Services’ operations and allow for physical distancing:

  • Drop-Off Depots (Transfer Stations) are closed to the general public. Garbage, recycling, organics and yard waste from residents will not be accepted. Only those with an existing registered account can continue to bring material to Drop-off Depots (Transfer Stations). No new account requests will be processed at this time. Cash will not be accepted and Drop-Off Depots will not operate on Saturdays.
  • Toxic Taxi services and Household Hazardous Waste (HHW) drop-off are suspended. Hazardous waste should be safely stored until services resume.
  • Bin exchanges are suspended. Existing service requests will be completed once service resumes. Bin repair and missing bin requests will continue to be processed.
  • All Community Environment Days scheduled in April, May and June have been cancelled.

Some Housing Stability Services continue, including:

  • payments to service providers and landlords
  • processing of Housing Allowance applications

Access to Housing (Housing Connections) offices at 176 Elm St. are closed. Clients are encouraged to submit applications by fax, online, or by mail. Information on Rent-Geared-to-Income Housing is available at or by contacting Housing Help Centres.

The City issued direction on March 24 to over 200 social and affordable housing providers responsible for over 33,000 to work with households whose employment-related income is affected due to the current emergency.

The City is working with Toronto Community Housing Corporation (TCHC) to identify vacancies that can be made available immediately to people currently in the shelter system who are considered most vulnerable to COVID-19 and are on the waiting list for housing.

In an effort to protect housing stability, social housing providers have been instructed to discontinue eviction-related processes.

All Toronto Public Library branches are closed. All programs, events and room rentals, as well as mobile library service (Bookmobile and Home Library Service), are cancelled.

  • Customers who have books or other borrowed items are being asked to hold onto them. Library book drops are closed.
  • Customers will not be charged any late fees at this time and outstanding library fines will not increase while branches are closed.
  • Holds will be waiting for customers when branches reopen and there will be no fine for not picking them up.
  • All library online resources are still available 24/7 and can be accessed remotely using your library card. We’ve put together a quick guide to our digital resources, including ebooks, eaudiobooks, movies and music.
  • Customers can also renew their library card online at All expiring library cards have been extended so that library customers can continue to enjoy uninterrupted access to all digital resources.

The Licence and Permit Issuing Office at the East York Civic Centre is closed. Licensing email accounts are being monitored and staff are responding to email inquiries. Online renewals are encouraged.

Trade Exams, which take place after hours once per month, are cancelled.

Toronto Licensing Tribunal hearings are suspended.

Animal Licensing

Online pet licensing is available. In-person, by-mail and by-phone pet licensing is suspended.

Banner and Signage Permits

Banner and temporary signage permitting activities will be suspended.

Business Licensing

The issuing and renewal of all business licences is suspended.

Event Permits

The issuing of new event permits is suspended. All event permits for civic centres and squares, including City Hall and Metro Hall, City of Toronto Archives, Old City Hall, and City parks, community centres, pools, outdoor sports fields, picnic areas, and some arenas will be cancelled.

Farmers Markets, Community and Allotment Garden Permits

All Park, Forestry & Recreation permits for farmers markets up to June 29 are postponed. Consultation with Toronto Public Health and Legal Services indicates farmers markets are not locations for individuals to quickly get essentials and return home. Markets are destinations and social gathering points and will not be permitted to operate in parks while parks amenities are closed and limitations on social gatherings are in place.

Allotment and community gardens are included in the order issued by the Province of Ontario to close outdoor recreational amenities. No access can be provided until parks return to normal operation.

Refunds or credits will be issued for cancelled permits. Although Park, Forestry & Recreation’’s customer service call centre is closed, permit holders can contact

Film Permits

Permits will be issued in compliance with recommendations made by municipal and provincial governments regarding the number of people who may assemble together. Municipal closures will be respected, and permits granted for locations that have subsequently closed are now cancelled. Permit requests may still be submitted through FilmPal, and office staff are available remotely to provide information and guidance on preparation and production matters.

Freedom of Information Requests

Intake of Freedom of Information requests is suspended at this time. There will be delays in processing existing requests.

Licence to Serve Alcohol

The issuance of letters of endorsement for special occasion permits and temporary license extensions is suspended.

The issuing of Municipal Clearance Letters from Toronto Building, Toronto Fire Services and Toronto Public Health for permanent liquor sales licences will be suspended.

Lottery Licences

Gaming Services at City Hall is closed and lottery licensing services are suspended. The email account is being monitored and staff is responding to email inquiries.

Marriage Licence

The issuance of marriage licenses is currently suspended. The service may resume on an emergency basis.

Parking Permits

In-person on-street and off-street permit parking issuance will be suspended. Online parking permit applications (temporary on-street only) will be accepted.

Photography Permits

The issuing of new photography permits will be suspended. All formal photography permits for City parks, civic centres, including City Hall and Metro Hall, City of Toronto Archives, and Old City Hall have been cancelled.

Right of Way Permits

Only emergency right of way construction permits and permits connected to large-scale public infrastructure projects will be issued or reviewed.

Trade Licence

All trade licensing activities are suspended.

Vehicle-For-Hire Driver & Vehicle Licences

The issuing and renewal of all taxi and other driver and vehicle-for-hire licences is suspended.

Museums, Galleries & Cultural Centres

All City-operated museums, galleries and art and cultural centres are closed with no programming taking place. Camps and activities at City-operated museums, galleries and art and cultural centres are cancelled.

All event permits for City-operated museums and galleries are cancelled.

St. Lawrence Market

The St. Lawrence Market is open as a public food market. Enhanced disinfecting and cleaning is taking place and all seating has been removed. All tourism activities are cancelled.

Entry Screening & Physical Distancing

The Market may conduct screenings of all visitors, including customers, staff and delivery personnel, at entrances. Screenings are intended to protect the well being of everyone in the Market.

To encourage physical distancing, the Market will be limiting the number of entrances into and customers inside the building. Customers are encouraged to keep physical distance from each other, merchants and staff.

  • Prepared food establishments in the Market will serve food for takeout only

  • Increase the frequency of sanitizing heavily touched areas such as service counters and point-of-sale systems

Parking Enforcement

Until further notice, parking enforcement has been suspended for the following offences:

  • On-Street Permit Parking Areas
  • On-Street Time Limit Offences such a 1, 2 and 3 Hour Parking
  • North York Winter Maintenance Bylaw
  • Expired Vehicle Validation License Plates
  • Boulevard Parking
  • School Zones with posted No Stopping/No Standing/No Parking Signage

Rush hour route enforcement: only when an offence is having a significant negative impact on traffic flow in the immediate area will an infraction notice be issued and the impounding of vehicles from rush hour routes will only be undertaken as a last resort.

Change-over parking: On April 1, change-over parking started in areas where parking regulations require a change from one side of the street to the other. If you park in one of these areas, please move your vehicle to the permitted side of the street when it is safe to do so. Parking Enforcement will be utilizing a high level of discretion in these areas and enforcement will only take place when necessary to ensure the safe flow of traffic.

All other parking offences: will continue to be enforced. This includes no stopping, no standing and no parking offences, and also pay and display/metered areas where payment is required. This is to ensure an adequate level of street parking, traffic flow, and maintain traffic and pedestrian safety.

Parking Violations Notices

Parking violation operations, including issuing tickets, payment processing, and the electronic dispute process, will continue.

Parking violation payments must be paid by the deadline noted on the ticket. In-person payment at civic centre Inquiry & Payment Counters is suspended. Payments can be made online or via mail.

All in-person Administrative Penalties Offices are closed. Parking violations can be disputed online.

Park Amenities Closed

Park and ravine green spaces remain accessible, but all amenities within City parks are closed. If you are visiting a park space, please practice physical distancing.

While in a park, residents must not use park amenities or congregate in groups. Dogs can be taken into park spaces on a leash. Please do not put yourself or loved ones or neighbours at risk of exposure.

Those continuing to congregate or use closed amenities can be fined. The set fine for this offence is $750, with a maximum fine of $5,000.

The City can close a park or any part of it, in the interests of public safety. Closed City park amenities include:

Frauds & Scams

Please be extra vigilant when it comes to those trying to sell or provide products or services associated to COVID-19. If you believe that you have been approached or contacted by someone who is misrepresenting themselves in an effort sell goods or services report it to police online.

Service Changes

All Toronto Police Service facilities, including Headquarters, are closed to the public. This means:

All meetings and events organized by the Toronto Police Service are cancelled.

  • Commercial property tax and utility bill due dates will be extended by 60 days. For more information, visit COVID-19 Economic Support & Recovery
  • Due to the closure of City Hall, Metro Hall and the civic centres, payments cannot be made in-person.
  • Payments can be made via online banking, at your financial institution, by pre-authorized payment, or by mailing a cheque using the reply envelope provided with your bill.
  • The Request for Reconsideration deadline for property reassessment is usually March 31. For 2020, this deadline has been extended to 16 days after the state of emergency declared by the Province of Ontario is lifted.
  • The City is not accepting any in-person pre-payment of the Municipal Land Transfer Tax (MLTT).

All City of Toronto public consultations, including those hosted by City Planning, are cancelled.

Canceled Programs

In-person and operator-assisted customer service for recreation programs and permits will be suspended.

All City- and community-operated programs, including:

  • Classes
  • Drop-in clubs held at City community centres
  • City recreation programs, including skating and swimming lessons
  • After-school Recreation Care (ARC) programming

Spring Program & Permit Cancellations

Due to continued closures of community recreation and parks facilities, spring programs and permits from the period April 6 to the end of June are cancelled.

Refunds or credits will be issued for cancelled permits. Although Park, Forestry & Recreation’s customer service call centre is closed, permit holders can contact

Summer programs, including camps, beginning June 29 have not been cancelled. The City will make any further decisions based on recommendations by the Medical Officer of Health.

Affected permits and programs include:

  • Major/mass gathering events
  • Indoor recreation permits
  • Community recreation instructional and drop-in programs
  • Outdoor sport field and seasonal permits

Additionally, lease and license holders will not have access to their spaces during this closure period.

Event Permits

All event permits for City community centres, pools, outdoor sports fields, picnic areas, outdoor rinks and arenas are cancelled.

Association of Community Centres (AOCCs)

Some community centres funded by the City of Toronto are run by volunteer Boards or Committees of Management, which employ their own staff.

The following arenas are closed:

Winter maintenance and emergency road, bridges, bikeway and sidewalk repairs and maintenance will continue.

Routine operations including street cleaning, event support, and non-essential repairs and maintenance to expressways, roads, sidewalks and bridges has been deferred.

Non-emergency (contracted) road and sidewalk repairs will be suspended.

All City-operated long-term care homes continue to provide 24-hour care and service.

All non-essential visits to long-term care homes have been suspended until further notice.

Additional precautions have been taken in long-term care homes, including:

  • Enhanced active screening of all new long-term care admissions, re-admissions or return admissions
  • Enhanced Infection, Prevention & Control (IPAC) and cleaning measures in all departments
  • Large gathering events and outings have been cancelled. To support the long-term care resident’s needs and interests, staff members will coordinate programs in resident home areas.

The Adult Day Programs at Bendale Acres, Cummer Lodge and Kipling Acres are suspended until further notice.

Homemakers and Nurses Services (HMNS) program is suspended until further notice. Case by case review will ensure safety of clients living in the community.

Supportive Housing program offering only essential services (assistance with personal care, medication reminders, and safety checks) to clients.

All City-operated shelters, respites and 24-hour women’s drop-ins remain open and support activities continue. Streets to Homes outreach is ongoing.

The City has opened new programs with at least 350 extra spaces. This is not to create additional capacity but for more physical distancing for clients from shelters, 24-respites and 24-hour drop-ins. There are an additional ten facilities identified and ready to be activated as they are needed.

The City has opened a program for people requiring self-isolation due to travel. A program for people who are waiting for test results. The City is working with the provincial partners on a program for people who are COVID-19 positive.

Community Partners

In addition to the enhanced Infection, Prevention & Control (IPAC) and cleaning measures in City-owned facilities, Toronto Public Health (TPH) and Support & Housing Administration (SSHA) have provided sector partners that operate shelters, respites and drop-ins with interim guidelines to respond to COVID-19.

Community partners are asked to:

  • Increase routine IPAC practices, including frequency of disinfecting commonly touched surfaces
  • Inventory personal protective equipment
  • Initiate planning groups that will work with the SSHA planning team
  • Post signage from Toronto Public Health with information on COVID-19 and speak to clients about the virus

SSHA is providing additional funding to support increased cleaning and purchase of supplies in shelters, 24-hour respite centres, and drop-ins.

COVID-19 Partner Resources

Central Intake

Telephone intake services by the Streets to Homes Assessment and Referral Centre (SHARC) continue. To access an emergency shelter Central Intake at 416-338-4766, 1-877-338-3398.  In-person intake is suspended.

Central Intake asks screening questions of people calling for shelter access. Callers are being asked to provide details on their current health and recent travel history.

Refugees & Asylum Claimants Experiencing Homelessness

Shelter referral for individuals arriving from outside of Canada will occur once individuals pass the 14-day isolation period and exhibit no symptoms.

Out of the Cold

Out of the Cold programs typically wind-down for the season in late-March and early April. This year, Dixon Hall continues to operate an Out of the Cold location at 188 Carlton St. The location has 45 beds for the rest of the Out of the Cold season. If required, the City will activate Metro Hall during an Extreme Cold Weather Alert.

Street Needs Assessment

The Street Needs Assessment has been postponed.

The Toronto Archives will be closed to the public with no access to the Research Hall.

Public education programs and school and community group tours will be cancelled.

Film shoots, meeting room bookings and events at the Toronto Archives will be cancelled.

Online access to digital materials continues

Toronto Community Housing is working closely with Toronto Public Health to monitor impacts of the novel coronavirus COVID-19 on tenants.

Updates for Tenants

Get the latest updates on any changes to Toronto Community Housing services, measures for physical distancing and recommendations for self-isolation in Toronto Community Housing buildings, information on what Toronto Community Housing Corporation is doing to support tenants’ safety and wellness, and actions being taken to help stop the spread during of COVID-19.

Current Service Impacts

Toronto Community Housing Corporation offices are open, but closed to walk-in visits until further notice. Staff will meet with tenants by appointment.

Community rooms, recreation rooms and amenity spaces are closed to social gatherings.

Laundry rooms remain open and will be cleaned several times a day.

Emergency repairs will continue, but all other requests will be completed at a later date.

In-suite capital work is suspended until further notice, except for repairs to fire life safety equipment and window air conditioner exchanges. Vendors doing this work will wear personal protective equipment for your protection.

All 2020 Tenant Election activities and all public meetings are suspended.

Critical Toronto Public Health services will continue, including infectious disease monitoring and leading the City’s COVID-19 response.

  • Some prenatal, postpartum and at-risk children and family services will continue
  • Non-emergency services, including immunization clinics, dental clinics, dental outreach programs and sexual health clinics will be suspended.

Suspended Services

The following health services will be suspended:

  • All services provided by Vulnerable Adults and Seniors(VAS) team, and Investing In Families (IIF) public health nurses have been suspended
  • Child development screening events
  • Non-emergency services, including immunization clinics, dental outreach programs and sexual health clinics (Talk Shop, Jane Street and Scarborough)
  • Infant hearing screening prior to hospital discharge is discontinued except at Hospital for Sick Children and St Joseph’s Health Centre
  • Community and school-based health promotion program (e.g., education and health promotion programs in schools and community agencies), including acceptance of referrals or requests for these services
  • Breastfeeding clinics at Etobicoke Civic Centre, Michael Garron Hospital, St. Michael’s Hospital, Black Creek Community Centre, 2340 Dundas St West (Crossways), and Scarborough General are closed.
  • Issuing of Municipal Clearance Letters for permanent liquor sales licences, special event food safety review and monitoring, and training and public education programs
  • Routine food safety and other inspections (i.e. DineSafe and BodySafe and DineSafe web page updates), including inspections of personal Service Settings and recreational water facilities (swimming pools)
  • Mobile food premises approvals, special event food safety review and monitoring, Food Handler Certification Program registration, training and certification, and consumer food safety education programs
  • Water sampling kit pick-up and drop-off for lead or well water.
  • Complaint response to smoking or vaping in bars, restaurants and public squares
  • Bed bug and other insect identification
  • Supervised injection service is temporarily unavailable

Critical Toronto Water operations will continue and include:

  • providing safe drinking water
  • safe collection and treatment of wastewater
  • stormwater management

Toronto Water is an essential service for Toronto’s residents and businesses. Toronto’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of Toronto Public Health, the Province of Ontario and Government of Canada.

All emergency repairs and response will continue including emergency watermain break repairs. Critical construction projects related to water and wastewater treatment facilities will continue. Some regular and preventative maintenance activities are suspended. Some customer service and public education activities are suspended.

Toronto Transit Commission (TTC)

TTC services continue. Customer and employee safety continues to be of paramount importance. Learn about changes to boarding, payments, extra busses on key routes and cleaning practices by visiting the TTC’s website.


Wheel-Trans customers are asked to only book essential trips at this time. Customers booking a trip to a hospital or COVID-19 assessment centre must call the Wheel-Trans Reservations Line at 416-393-4222 as these trips cannot be booked online.

Non-Wheel-Trans customers and local social work organizations are responsible for providing their own transportation to COVID-19 assessment centres. Please do not call Wheel-Trans. It is critical that the reservations line remain open for customers who may not have any other transportation option.

Wheel-Trans is transporting Toronto Community Housing and City shelter clients to assessment and isolation centres. These trips are not booked through the reservations line.

Other Essential Travel Options

Marriage Licensing

Marriage Licensing services are currently suspended. Marriage licences will only be issued on an urgent basis and will be determined on a case-by-case basis. Contact for more information.

Registry services counters at the City Clerk’s Office at City Hall and the North York, Etobicoke and Scarborough Civic Centres are closed.

Wedding Chambers

The wedding chambers at City Hall, North York, Scarborough and York Civic Centre are closed and all existing permits are cancelled.  New bookings are temporarily suspended.

Other Locations

Event permits for City facilities, including civic centres, recreation facilities, and parks are cancelled.

The Toronto Zoo, High Park Zoo and Riverdale Farm are closed. Staff are onsite and animals continue to be cared for. All programming and public education activities are cancelled.
