To manage the service delivery of the unit’s assigned program of projects through delegation of authority and responsibility.

Major Responsibilities:

Develops and implements detailed plans and recommends policies regarding program specific requirements.

Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.

Manages the unit’s operations to ensure compliance with the Safe Water Drinking Act, the Ontario Water Resources Act, and other related legislaton and by-laws.

Ensures the proposed municipal infrastructure for land developments complies with the Province’s Safe Water Drinking Act, the Ontario Water Resources Act, the Record of Site Condition, other relevant legislation and regulations and the City’s standards, policies, guidelines and procedures.

Ensures potential impacts from land development proposals on the City’s existing roads, water, sewer and drainage infrastructure are properly mitigated, and that any new or additional municipal infrastructure and services required to support development are designed and constructed to the requirements of the City.

Ensures work undertaken by staff is in compliance with the requirements of the Occupational Health and Safety Act, provides the necessary training and safety equipment and ensures safe work procedures are in place and supports the development of a strong culture of health and safety.

Assists the director in developing, designing and implementing functional policies and programs that make major changes in overall business performance based on long-term needs.

Manages and authorizes the use and/or release of large financial deposits and securities posted by developers to secure the construction of development related municipal infrastructure.

Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.

Leads and motivates a diverse workforce of specialized professional and technical staff to ensure effective teamwork, high standards of work quality, organizational performance and and resolution of conflicting demands in a manner satisfactory to all stakeholders.

Provides leadership and establishes effective partnerships with client divisions, external agencies, consultants, members of Council and the public to address and resolve conflicting demands and problems while balancing corporate interests.

Ensures that the construction and maintenance of road and sidewalk; sewer and water systems; as well as the services for solid waste collection; and fire and emergency services required for land developments is safely and efficiently provided for members of the public.

Manages the review, approval and enforcement of legal and cost sharing agreements with respect to land development conditions concerning engineering and servicing requirements.

Ensures that securities are administered, released and secured in accordance with Council’s financial procedures and policies.

Negotiates with developers, lawyers, urban planners, councillors, the public and other stakeholders, to achieve optimum design and municipal servicing of land developments.

Ensures the execution and administration of contracts and agreements in compliance with approved authorizations and policies.

Leads the preparation of technical reports and staff reports to Standing Committees, Community Councils and/or Council, and material for public education/communication purposes, as may be required.

Develops and manages client and stakeholder expectations and relationships through effective service agreements, communication, appropriate delegation of representation and monitoring of commitments and obligations. Maintains appropriate confidentiality related to client and stakeholder business knowledge and proposals.

Represents the Division/Cluster/Corporation at a variety of meetings with the public, clients and stakeholders including Community Councils, court proceedings, etc.

Ensures excellent customer service is provided to both internal and external clients.
