Proposed Amendments to the City of Toronto Municipal Code for Increases to the Water and Sewage Service Rates

Notice is hereby given that City officials are recommending to Council of the City of Toronto the enactment of a by-law amending the City of Toronto Municipal Code Chapter 441, Fees and Charges, and any other necessary Municipal Code Chapters as may be required to give effect thereto, to increase the water and wastewater service rates effective January 1, 2010 as follows: for metered consumers, the Block 1 Rate by 9%, and the Block 2 Rate by 3%; and for flat rate consumers, all rates by 9%. The recommended 2010 water and wastewater rates for metered and flat rate consumers is shown in Appendix A. The particulars of the proposed water and wastewater service rate increases, are set out in the report to the Budget Committee of Toronto City Council from the Deputy City Manager and Chief Financial Officer and the General Manager, Toronto Water entitled the 2010 Water and Wastewater Service Rate Report (the "2010 Water and Wastewater Service Rate Report").

The Toronto Water Division of the City of Toronto provides water and wastewater (WWW) services to the consumers within the City, areas in Peel (wastewater services) and York Region (water services). The City operates an extensive WWW infrastructure to deliver clean water for consumption and to treat wastewater before it is returned to Lake Ontario. The Toronto Water 2010 Operating Budget requires a combined water and wastewater expenditure level of $ 767.708 million, which is fully funded from the 2010 water and sewer rates. The proposed water and sewage service rate increases will ensure that the appropriate funding is available to the City for the continued provision of these water and wastewater services.

While the 2010 Water and Wastewater Service Rate Report sets out the recommended rate increases, the appropriate Committee may change these recommendations and Toronto City Council may adopt rates that differ from the recommendations, including rates that are higher or lower than the rates set out in the 2010 Water and Wastewater Service Rate Report. If you wish to be advised of any changes recommended by the Committee, please refer to the decision documents posted on the City's website for the Budget Committee and Executive Committee meetings referenced below or you can request copies of the decision documents from the City Clerk's office.

At its meeting to be held in Committee Room 1, 2nd floor, Toronto City Hall, 100 Queen Street West, on October 19, 2009, commencing at 10 a.m., the Budget Committee of Toronto City Council will consider the 2010 Toronto Water Operating and Capital Budget and the 2010 Water and Wastewater Service Rate Report.

Budget Committee Public Hearings regarding the Toronto Water Operating and Capital Budget, as well as the 2010 Water and Wastewater Service Rate Report, will be held in Committee Room 2, 2nd floor, Toronto City Hall, 100 Queen Street West, on October 21, 2009, commencing at 9:30 a.m., at which time the Budget Committee will hear in person or by his or her counsel, agent or solicitor, any person who wishes to speak to the matter.

At its meeting to be held in Committee Room 1, 2nd floor, Toronto City Hall, 100 Queen Street West on October 23, 2009, commencing at 9:30 a.m., the Budget Committee of the Toronto City Council will make its final recommendations to the Executive Committee of Toronto City Council for consideration by the Executive Committee at its Special Meeting to be held in Committee Room 1, 2nd floor, Toronto City Hall, 100 Queen Street West on November 2, 2009, commencing at 9.30 a.m.

The Toronto Water Operating and Capital Budget and the 2010 Water and Wastewater Service Rate Report will be considered by Council of the City of Toronto at its meeting of November 30, 2009.
