RECOMMENDATION

It is recommended that the Commission receive this report for information and that it be forwarded to the Budget Committee.

BACKGROUND

At the Budget Committee meeting of May 26, 1998, TTC was requested "to report to the Budget Committee on the automated door system (platform edge doors) as originally proposed for the Sheppard Subway line and the cost factor involved". This report responds to that request.

DISCUSSION

In August 1996, as part of the cost reduction requirements for the Sheppard Subway, the platform edge and the Automatic Train Control doors were removed as budget items. Of critical importance in this decision was the need to keep a standardized operational system with the same cars, signal system and platform design throughout all the subway routes. "Customizing" the Sheppard line with its own specialized signal system, car fleet, platform edge doors did not make operational sense and would greatly reduce the operational flexibility of the system.

Although it may be possible to retrofit PED(s), it has not been done regularly and is not recommended. PED(s) can be most cost effectively installed on new start systems. The cost savings from elimination of finishes and reduction in ventilation shafts are lost if they are retrofitted. Also, installation costs will increase the cost of PED(s) due to the limited working hours during night time and the renovation nature of the work. Impacts on the operating system will also occur.

To install platform edge doors throughout the system is technically very difficult as the existing station platforms were never designed to allow for the essential introduction of PEDs at some later date. There are 66 stations and the cost of doing all of the stations is roughly estimated to be $353 million. Likewise, the cost to modify the existing car fleet (620 vehicles) and signal system for Automatic Train Operation, (56.4 km) is estimated at $490 million. The total cost would be approximately $850 million. This cost does not include modifications to the existing subway ventilation system which is based on the open platform concept.

While these costs are somewhat speculative in the absence of detailed engineering, they are a good indication of the order of magnitude costs that will have to be considered for the entire line. With the costs anticipated and unclear value to be derived by the installation of these doors, it is doubtful that funding will be made available for the system.

The cost of retrofitting the PED(s) is based on similar undertakings with the Singapore, Kuala Lumpur and the Jubilee Extension transit systems. The cost for introducing an Automatic Train Control is based on the recent activities associated with the Docklands Light Rail, MUNI of San Francisco and the most recent successful bid by Bombardier on the JFK people mover.

Specific to Sheppard, design and construction have proceeded on the premise that the PEDs will not be installed. If a direction is given to re-design or modify construction to incorporate these doors sometime during the construction stage, added cost would be incurred to redesign and modify construction already carried out.

In addition, Sheppard will incur $16M for the acquisition of 8 more vehicles to deal with the uniqueness of its configuration. Also, the introduction of the ATC will necessitate a demonstration of the technology which will delay the completion of the Sheppard subway by at least one year for a cost of $9M.

If the decision were made today we anticipate that the cost to install the doors and customize the Sheppard car fleet and signal system will be $60.2 million.

JUSTIFICATION

Given the impracticality of customizing the Sheppard line and lack of funding for a massive and costly retrofit of the entire system it is not recommended that the installation of the PEDs be pursued further.
